OCTOBER 25, 2009: The Union Cabinet today approved the proposal of the Ministry of Tribal Affairs to introduce a Bill in Parliament for inclusion of six communities namely Inpui, Liangmai, Rongmei, Thangal, Zeme and Mate in the list of Scheduled Tribes in the State of Manipur by amending the existing entries at S.No. 8, 9 and 10 and by inserting a new entry (relating to “Mate”) at S.No. 34; and substitution of “Galo” in place of “Galong” at S.No.5 in the list of Scheduled Tribes in Arunachal Pradesh.

This will fulfil the long term demand from these deserving communities for granting them Scheduled Tribes status in the state of Manipur. It will also fulfil a long term demand of “Galong” community notified as Scheduled Tribe in the State of Arunachal Pradesh for it’s substitution by “Galo” as the word “Galong” is merely a distorted version of the original word “Galo”. The proposed Bill will be placed before the Parliament.

After passing of the Bill by the both Houses of the Parliament, the assent of the Hon’ble President of India will be obtained for notifying the changes. The persons belonging to Inpui, Liangmai, Rongmei, Thangal, Zeme and Mate will be eligible to get the Scheduled Tribes’ Certificates from the State Government of Manipur and will be eligible to enjoy all benefits meant for Scheduled Tribes in the State of Manipur. Further, the persons belonging to “Galong” community will get the revised Scheduled Tribe’s Certificates from the State Government of Arunachal Pradesh in the name of “Galo” and continue to get the benefits meant for Scheduled Tribes in the State of Arunachal Pradesh.

Aizawl, Nov 24, 2009(Newmai News Neetwork): Hmar People's Convention-Democratic (HPC-D) has urged the government of India to initiate immediately a tri-partite political talk involving the Mizoram government, the HPC-D and the government of India in pursuit of long cherished political aspirations of the Hmar people in Mizoram.

In this connection, a memorandum addressed to the Union Home Minister dated November 17, 2009, the Hmar militant outfit said, "As stated above, the HPC (D) stands to realize Hmar political aspirations with the creation of Hmar Territorial Council (HTC) within the framework of the Sixth Scheduled of the Constitution of India. We firmly believe that this is consistent with the principles of the Constitution of India. HPC (D) represents the collective interest and aspirations of the Hmar people and boldly speaks on their behalf.To bring about a permanent political solution of the Hmar people in Mizoram, the HPC (D) firmly believe that a tripartite political dialogue involving the Government of India, Government of Mizoram and HPC (D) is immediately initiated," asserted the HPC-D missive signed by Lalhmingthang Sanate, president of the outfit and its general secretary Zosangbera.

The memorandum then stated that t he July 27, 1994 Memorandum of Settlement (MoS) between the Government of Mizoram and the Hmar People's Convention (HPC) was a political blunder. "Hence, it was not accepted by the Hmar People’s Convention (Democratic), which is the breakaway group from signing the blank document," the memorandum added. It also said that fifteen years after the signing of the MoS, it has proved to the world that the documents hold no water and, does not stand to fulfill the aspirations of the Hmar people to secure their political future.

"As such, in pursuance of the unfinished agenda of the Hmar people, the HPC (D) is committed to find political solution to the Hmars’ political aspirations with the creation of Hmar Territorial Council (HTC) in the state of Mizoram within the scope of the Sixth Schedule of the Constitution of India. This will be of mutual benefit and based on the long-term interest of both the Sinlung originated Hmar peoples and the Government of Mizoram," the HPC-D missive to the Union Home minister demanded while adding, "We remain firmly committed not to seek separation from Mizoram. Rather, we are seeking a solution to the unfinished agenda of the Hmar people, which is compatible with the principles enshrined in the Constitution of India. The HPC (D) firmly believes that the protection of Hmar identity, culture, tradition, language, land and resources and political development lies in the creation of Hmar Territorial Council."

The HPC (D) desires that the Hmar people actively participate and contribute to the economics and political development of Mizoram. "However, we would like to ensure that this happens without losing unique identity, culture and core values and without putting our distinct and fragile ancestral land resources that are at risk," it affirmed.

The commitment of the HPC (D) in seeking a political solution of the Hmar people within the state of Mizoram is clear and unambiguous, the memo also said. Despite the armed movement, which was inevitable, HPC (D) firmly believes that the unfinished agenda of the Hmar people could be resolved through dialogue, the Hmar outfit said.

"While we are committed to fully respect the territorial integrity of Mizoram, we also expect the Government of Mizoram and the Government of India to recognize and fully respect the political rights of the Hmar people by creating Hmar Territorial Council (HTC) in the state of Mizoram. HPC (D) believes that this is the basis for resolving the Hmar political aspirations," the Hmar organisation added.

HPC (D) advocates a long-term solution that addresses and ends the political marginalization suffered by the Hmar people. It also believes that no solution will lead to peace if it is not just; and it won’t be just if it does not advance the Hmar people’s political aspirations. "We firmly believe that no political solution will be complete without the creation of Hmar political aspirations," further affirmed the HPC-D.

Nk. Rakil Lalhrietpui [Today, 26/11/2009, is the 1st Anniversary of the Terror Attack on Mumbai!
We present Nk. Rakil Lalhrietpui's account of the mayhem and her escape. Rakil, a hostess at the Oberoi Trident Hotel, was working below the Lower Lobby when the terrorists took control of the hotel - Inpui Editor]

It was like any other night at the Oberoi Trident which is located at Nariman Point in Mumbai. I was working at the Lower Lobby which is below the ground floor of the hotel. At around 9.45 pm I heard some noise but did not pay much attention thinking it could be someone bursting crackers. However, there was sudden commotion all around and I could see some people laying down and others running across the hotel floor.

I saw the terrorists, but I could not make out how many of them were there. They were carrying guns and with ruck-sacks on their backs when they moved towards the a bar at the Ground Floor... The first sound of the gun I heard was in fact the one that killed the doorman!

A friend of mine, a trainee, who was standing at the Lower Lobby's main entrance was shot at and later succumb to her injuries right there......

In the melee, we ran inside the Regal Room (conference hall) taking our guests with us via the kitchen. Our guests were mostly Englishmen, Europeans, Chinese and some Indians. Even as we seek refuge at the Regal Hall, we were able to communicate with the outside world using our mobile phones... I couldn't exactly make out how long we stayed in that room or what the time was.... We were able to walk out of the hotel safely at 2.00 a.m the next day (November 27) with the help of our friends from outside, who were giving us instructions which door to take.

At first, we were reluctant to run and at the same time we feel the need to do so. The thought of meeting those terrorists in the hallway was frightening... It was all due to God's grace that we managed to survive the ordeal.

Once outside, we saw some TV people, but there were no policemen around... We had to stand all night outside INOX cinema hall.

What matters now is that at least around 200 people including myself were lucky enough to make our way out before any security operations took place.

When morning came, we walked to Church Gate train station to catch a train that took us to Santa Cruz station. We were back in Kalina--safe and happy to be home again, Alive!, to see another day!

Background: Tipaimukh sub-division is one of the thirty one tribal development blocks of the state of Manipur, India. The population of the block is, according to the 1991 census, is 23,993. It lies on the extreme south bordering the state of Mizoram. The term Tipaimukh means the meeting point or confluence of the two rivers- Tuivai aand Tuiruong(Barak). The people living in and around Tipaimukh are Hmars of Mizo ethnic group. To them, Tipaimukh is known as Ruonglevaisuo. It is here that the Tipaimukh hydro-electric project envisages construction a 390 m. long, 162.8 m high earthen core rock-fill which is one of the biggest dams in India. Therefore, the environmental and ecological issues  arising out of this project merit immediate attention and action.

Originating from the northern flank of the 1784 m. high peak situated at the east of Senapati district (north), Barak river has a long and winding course running towards south, southwest and suddenly taking a U-turn towards north just at the dam site. Several perennial streams drain into Barak River upstream of Tipaimukh.

Environmental and ecological issues:

A project of this magnitude cannot but have tremendous environmental and ecological impact on the life of the indigenous people living there and on their lands. As it has been mentioned earlier, the lower tract of the catchment above Tipaimukh is inhabited mainly by Hmars and upper part by Kukis with a section of Nagas. Because of the inaccessibility of the tract, plentiful forest land, development of land resources on scientific lines was sluggish leading to continued poverty.

2:1 The watershed: The total catchment area of the river Barak in so far as Manipur and Mizoram are concerned is 9567 sq.km (Manipur) and 9866 sq.km. (Mizoram). The entire catchment area has been covered by soil survey. However, soil formation in composite tracts do not vary with variations of administrative boundaries. 75% of the catchment area having been studied is considered enough of a guide for the entire catchment. The national Bureau of Soil Survey and Land use Planning, Government of India, carried out soil survey in Manipur part of the catchment area and recognized 14 series.

2:2 Forest: The geographic area of the state is 22,327 sq.km of which 15,154 sq.km is recorded as forest. The actual forest cover of the state is 17,418 sq.km which constitutes 78% of the geographic area. According to the State Forest Report of 1997, there is a decrease of 140 sq.km in the forest cover in the present assessment. The dense forest decreases by 381 sq.km. This decrease in forest cover is mainly due to shifting cultivation amounting to 603 sq.km. Present survey report shows that of the overall change of 747 sq.km in dense forest area, 693 sq.km changes to open forest and 54 sq.km of forest. Between 1995 and 1997 assessments, 603 sq.km of forest area is lost to shifting cultivation.

2:3 Shifting cultivation: Shifting cultivation is one of the major causes of decreaJhuming: Rice cultivation in Tipaimukh sub-division of Manipur, India.se in the forest cover not only in Manipur but also in different states of Northest India. This shifting cultivation is actually the slash and burn system of cultivation. An area is taken up, vegetation cut and burnt, one crop of paddy raised and then this area abandoned and another piece of land taken up for similar treatment. The Jhuming cycle used to be 10 to 15 years earlier but due to increase in population, the cycle has come down to 3 to 5 years. In Manipur, 95% of household under Jhum. 50.000 households in the catchment area are estimated to practise shifting cultivation. In Mizoram side, one family covers one hactre under jhuming annually and 11,000 families are assumed to be engaged in shifting cultivation.

The practice of shifting cultivation keeps the people barely at subsistence level. Population sustaining and supporting capacity of land under shifting cultivation has been found to be as low as 3 to 16 sq.km in Manipur and Mizoram. The system does not help in producing surplus for reinvestment.

Practically whole of the area has been affected by this practice of jhuming resulting in clearance of tree over and degradation of land. Only very few pockets of forest are left now which can be said to have original vegetation and eco-system. Another serious impact of jhuming cultivation is on wildlife habitat. Jhuming not only destroys the wildlife habitat but also kills all forms of wildlife in a bid to save their crops one the one hand and to supplement the diet with non-vegetarian food on the other. As the jhuming areas are scattered all over the forest, these kills go unpoliced.

2:4 Soil erosion: There has not been so far scientific management of the forest in these hill regions. The successive local administrations, rather than controlling/regulating transit of forest produce checking any illicit feeling and export, used control and issue of transit passes on payment for collecting revenues. This results in unscrupulous forest contractors resorting to large scale felling and more so of various species. These over-feelings has been continuing for hundreds years resulting in depletion of forest trees and bamboos. As has been pointed out, by far the most destructive and erosive agent is the shifting cultivation. Thus, the average annual soil loss rate is as given below;

It is thus clear that unless development measures associated with a forestation and improved agricultural practices are being resorted to in the catchments area of the Tipaimukh dam, the dormant economic condition of the people is bound to deteriorate further.

The coming of Christianity to South Manipur

Welsh flag Constrained by the love of Christ, the pioneer Welsh missionaries criss-crossed various continents and oceans of the world and without any forethought one of them happened to come to the dark distant hills in Manipur, a principality which had been closed to outsiders hitherto. The neighboring hill countries-Mizoram and Meghalaya were clearly potential Welsh mission fields. On the suggestion of the Rev. Jacob Tomlin, former missionary of the London Missionary Society, the Welsh Calvinistic Methodist Foreign Mission Society took over Meghalaya from the Serampore Mission under Baptist Missionary Society on 22 June 1841.

Envisioned to extend the horizon of their mission areas, Rev.William Williams, a Welsh missionary to Shella, Meghalaya, visited Mizoram in early 1899, and hastened to appeal to the Welsh Mission Directors through the Goleuad, the Welsh Presbyterian periodical magazine for opening a new mission station there. By resolution of the Machynlleth General Assembly, June 1892, Mizoram was adopted as a field for Welsh missionary operations. It was from Mizoram that God’s miracle worked and the forbidden gate of South Manipur was opened for an ambitious young man from Carnaervonshire, Mid-Wales, who was not formally trained or selected to be a missionary.

This young man was no other than Watkin R. Roberts, who was born on 21 September 1886. Burdened so much for lost souls, Roberts later dedicated his life ‘to serve the Lord in any capacity in which He ordains me to serve.’ At one afternoon meeting of the Keswick Conventions in 1908 before coming to Mizoram, he listened with rapt attention to Dr. Peter Fraser’s passionate plea: ‘Hundreds of tribes in Assam and North East India are in utter darkness. They need the gospel. They need Jesus to save them from their heathen darkness.’ The words inflamed Roberts’s enthusiasm. Placing himself at his Lord’s command, he began flying over mountains and oceans in wishful imagination. Amazing!

Knowing not what his Lord had planned for him, Roberts, a chemist, accompanied Dr Peter Fraser and his wife, the first medical missionary to Mizoram on 14 October 1908 to help them in their clinic. Both Watkin Roberts and Dr Fraser belonged to the same place and attended the Castle Square Presbyterian Church of Wales, Carnaevon, Mid-Wales. They left behind the conditions of ease, comparative luxury and comfort of their homes in Wales

There is nothing too small for God. It was the small gift of five pounds sent to Watkin Roberts by his lady friend Ms Emily Davies who was, according to Roberts, ‘a great prayer-warrior’. Having prayerfully considered how the money might be used to the best advantage for the furtherance of the gospel, Roberts decided to purchase enough bound copies of the gospel of John in Mizo language to present one to each village chief in Mizoram. One copy of the gospel booklet cost only eight cents. Presentation of the booklet was made to most of the village chiefs in Mizoram along with a letter explaining the way of salvation through Christ, suggesting that the recipient should read carefully the 3rd chapter, verse 16 of St.John and also asking each one to acknowledge receipt and let Roberts know what was being done with the gospel sent to them. By chance, one stranger perhaps from Senvon village, Tipaimukh, Manipur, happened to visit the mission dispensary at Aizawl. On being told that no missionary work was done among their tribe and their chief could read Lushai dialect, Roberts also sent one copy of the booklet through the stranger to the chief of Senvon.

Knowing not the content and meaning of the booklet. Kamkhawlun, chief of Senvon sent back the same booklet with an appeal written on the fly-leaf. ‘Sir, come yourself, and tell us about this book and your God’ through Kailienhrawng, son of Lienhrawng, and his two friends who were then proceeding to Aizawl to learn tailoring. Several months passed. One evening at a church meeting D. E. Jones, the first Welsh missionary, publicly announced the receipt of the gospel of John from Manipur with a request for a missionary. This arrested Roberts’s attention. Prima facie, Roberts knew that it was the one he had personally sent to Manipur and that the touching request was for the sender to visit the country personally. It was, indeed, a Macedonian call: the call of a land and people still in spiritual bondage and darkness! So enthused, Roberts then looked for people who were familiar with the topography of the land between Mizoram and Manipur. Lungpau and Thangkhai who were studying there volunteered to accompany Watkin Roberts for such aggressive and dangerous journey. Despite the perils and hardship involved, Roberts could see the rich harvest ahead and his team, after a very hazardous journey on foot for several days, arrived at Senvawn on 5 February 1910.

The Lord worked wonders. Leaving aside their heathen practices, five people including the chief turned to the true and living God. The young converts went about telling other people of the unspeakable joy that was theirs. The good tidings soon swept across the mountains like a mighty tornado. Amazement and awe filled the hearts of all who heard it.

How could all this happen? It started with a humble but prayerful gift from a lady in Caernarfon. It was indeed an imperishable monumental work for the glory of the Lord. Roberts was simply an instrument and the lady spoke indirectly from her home in Wales to the hungry souls living thousands and thousands of miles away. It is not wonderful? Paul planted, Apollos watered and God gave the increase so that both he that planted and he that watered are one.

The north-east of Manipur hill territory had already been illuminated with the light of the gospel. This was as a result of the tireless efforts of the Rev. William Pettigrew who had formerly worked for the Arthington Aborigines Mission (named after Robert Arthington, a millionaire from Leeds) but who later joined the American Baptist Foreign Mission Society. The darkness of centuries passed away, and a new dawn of hope and love glowed brightly over the hills and mountains. The churches grew and flourished in the best tradition of apostolic times - self-supporting, self-governing and self-propagating. This was the secret of the success of the missionary movement in this part of the world.

The apostle Paul has said that the gospel is ‘the power of God unto salvation to every one that believes’ (Rom. 1:16). It was not British imperialism nor western civilization which changed the people. It was the gospel which conquered the unconquerable. It was the power of the gospel of Christ which marvelously transformed the ignorant into enlightened ones. What a victory! For revenge, the missionaries taught forgiveness; for hatred, love and for cruelty, kindness. Filled with the love of Christ, the missionaries devoted their entire lives at tremendous personal sacrifice to service among the people. For the sake of the cross, some missionaries laid down their lives and were buried in our country. It was the blood of those who died and the dedicated services of those who are still alive which united the distant hills of Northeast India with Wales (UK). More important, it is the precious blood of Jesus Christ which made us one - yes, we all are one in Christ Jesus.

New Delhi, Nov 20 (Deccan Herald):change mobile number Tired of your existing cell phone service provider? Just dump it by paying Rs 19 and go for a new service provider without changing your number under the Mobile Number Portability (MNP) scheme.

The MNP, which allows cell phone holders to change their service provider without changing the number is coming into effect from December 31.

Telecom watch dog Telecom Regulatory Authority of India (TRAI) on Friday fixed the reference rate for portability fee at Rs 19. “The per port transaction charge will be Rs 19 and the subscriber will not be charged more than that. However, operators are free to levy any amount less than or equal to this charge”, TRAI said in a statement. 

Accordingly, the MNP service is likely to be available in metros — Delhi, Mumbai, Kolkata, Chennai, and circle A service areas like Karnataka, Maharashtra, Gujarat, Andhra Pradesh and Tamil Nadu in the first phase (December 31) and in the second phase it will be available in other parts of the country by March 20.

The government expects that the MNP would ultimately benefit the customers as it would trigger severe competition with the companies possibly announcing sops, including lowering call and SMS rates, to retain their subscribers.

The government also hopes the companies may improve their services.
Guidelines
As per the guidelines to MNP, the TRAI says customers who wish to change the service provider have to give a written undertaking to their existing service provider that he/she is switching to a new operator.

Within five days of this, there should be mandatory subscriber identity verification. After completing this process, it would be forwarded within two days to the MNP service provider who in turn allows the change of the service provider.  The regulator has clarified that the portability facility will be available only within a given licensed service area.

The operators must telephonically inform the customer of the exact date and time the porting will happen. Post-paid customers have to clear all outstanding payments before they can change their operator, said the guidelines.

The regulator has said that the new operator that takes on the ported customers is not bound to repay any deposits made by the customer to his original service provider.
