Shillong, February 16, 2010: True to his words, ‘If I didn’t die a martyr’s death (in Bhutan) I’ll die as Hmar-tar (Hmar-oldman)’, Rev. T. Sungte breathed his last at the age of 89 on February 16, 2010, morning here in Shillong.

Rev. T.Sungte was the first Hmar Mizo missionary to Bhutan. No doubt, many people are shocked and saddened by the news of Rev. T.Sungte's death.

His simple approach to life and strong faith in God was an epitome for those in the mission field. Rev T.Sungte is no more, but his spirit will live through many of his admirers and fellow believers.

The funeral service will be held on February 17 at Hmar Community Cemetery in Shillong.

A big tree has fallen! May his soul rest in peace.

GUWAHATI, Feb 10: The State Cabinet today accepted on principle the demand tochange the name of the North Cachar Hills district to Dima Hasao district. However, thefinal decision in this regard is awaited.

Official sources said that the State Cabinet, chaired by Chief Minister Tarun Gogoi this evening, also agreed that the other major ethnic groups living in NC Hills including Hmar, Kuki and Jemi Naga would not be allowed to feel deprived and special development councils for them would be created.

Sources said that the State Cabinet had earlier constituted a cabinet sub committee to examine the demand for renaming the NC Hills district and the Cabinet today accepted on principle the recommendations of the sub-committee. However, it would take some time before the final decision is taken in this regard as certain formalities are to be completed.

Meanwhile, in another major decision, the State Government has decided to launch a special tiger conservation project, particularly in Kaziranga, Manas and Nameri National Parks. Sources said that the three national parks have highest concentration of tigers and there is urgent need for taking up special measures to ensure protection of the tiger population.

Feb 7, 2010: In a surprising development, Hmasawnna Thar, the only Hmar language daily in Manipur’s Tuithraphai valley, took a strong stand against what its called ‘bitter competition’ among the Hmar churches in view of the recent Gospel Centenary celebrations.

The Sunday edition of the paper in its editorial said: “If the Gospel Centenary does not produce results, all the money and preparations that had gone into the celebration project would be in vain.”

It also asked churches to take steps towards reconciliation for creating  a spirit of unity.

New Delhi Feb 7, 2010: A joint venture agreement between state-owned hydro power producers NHPC Ltd and Satluj Jal Vidyut Nigam Ltd (SJVN) and the government of Manipur to develop the Rs 8,138-crore Tipaimukh power project in the north-eastern state is likely to be signed by the end of the current financial year, ending March.

“The Manipur government has called a meeting of representatives from NHPC and SJVN on February 8 to discuss the terms of agreement of the 1,500-Mw project. The JV will be signed shortly after that. It will definitely happen by the end of this financial year,” said a senior official from SJVN.

In July last year, the power ministry had asked the three entities to form a joint venture (JV) for developing the project. NHPC would hold a majority 69 per cent stake in the project, while SJVN would take up another 26 per cent stake. The remaining 5 per cent would go in favour of the Manipur government.

The project was initially awarded to the state-owned utility North Eastern Electric Power Corporation Ltd (Neepco). The company had, however, expressed its inability to take up the project citing lack of budgetary support.

With the Tipaimukh project out of its shelf, Neepco’s capacity addition target came down to 3,000 Mw from 4,500 Mw earlier being planned by the end of March 2017. Neepco has a current installed power generation capacity of 1,130 Mw.

The stakeholders have already fast-tracked the work on implementing various pre-project activities. “The detailed project report (DPR) has already been prepared. Environmental clearances will be obtained now,” said the SJVN official.

SJVN is confident about raising equity for the restructured plant. The state-run utility will invest in the project from its internal resources.

The company, which claims it has a cash surplus of Rs 1,200 crore, is the next state-run power company in line after NHPC for getting listed through a public issue, likely to be announced in the next financial year. Of the free power available from the Tipaimukh project, 11 per cent would go to Manipur, while 1 per cent would be shared between Manipur and Mizoram since parts of the project will also be in Mizoram.

The remaining power will be sold to different states on a long-term basis through power purchase agreements. According to sources, the levelised tariff for sale of power from the project, which is around Rs 4 per unit, could go up by 40-50 paise due to the complex nature of the project.

The cost of the project is likely to be escalated by at least Rs 1,000 crore owing to additional investment required for security and transport infrastructure to be developed. The additional funding would come directly from the central government as grant. The Union home ministry has already approved an outlay of Rs 300 crore on the project’s security, and also okayed Rs 203 crore for the construction of a highway. The remaining funds would go into building flood control infrastructure.

Imphal, February 04 2010: The Tipaimukh Hydro Electric Power Project is an international issue and the Government of Manipur, NHPC and the Sutlej Jal Vidyoot Nigam Limited cannot take up the project based on any decision of their own, maintained the Committee on Land and Natural Resources (COLNAR), Citizens Concern for Dams and Development (CCDD), Action Committee Against Tipaimukh Project (ACTIP), Hmar Students' Association (HSA) and affected villagers of Nungba area.

Addressing a press conference at CCDD office at Paona Keithel this afternoon, COLNAR convenor Kinderson Pamei, HSA vice-president Joseph Hmar, CCDD co-chairperson Aram Pamei, ACTIP co-convenor O Bikramjit and Ramananda representing affected villagers of Nungba asserted that a debate should be held in the Manipur Legislative Assembly and consent of the people, particularly those likely to be affected should be sought first before taking up the project.

The Tipaimukh Project was discussed in the State Assembly twice in 1995 and 1997 .
The project was rejected on both the occasions.

They asked as to why the SPF Government has been attempting to press the project forward skipping the Assembly.

Even though it is said that the installed capacity of the project is 1500 MW, the actual power generation would be only 420 MW.

From this, Manipur would receive just around 40 MW as its share.

Against this benefit of just 40 MW of power, the project would submerge around 192 square kms of land permanently which has rich flora and fauna and abundant medicinal plants, the civil society leaders cautioned.

The proposed joint meeting of the State Government, NHPC and Sutlej Jal Vidyoot Nigam Limited on initiating Tipaimukh project is nothing but invitation for mass protest movements.

Demanding that the proposed meeting be scrapped, the civil society leaders asserted that merits and demerits should be analysed thoroughly before taking up any work on Tipaimukh project.

Hmars, Nagas, Bietes oppose move

Guwahati, Feb. 2: The Assam cabinet sub-committee examining the demand for changing the nomenclature of North Cachar Hills is working on a formula that would ensure the interests of those in support of changing the district’s name to Dima Hasao Raji and of those opposed to it.

The sub-committee met here this afternoon for over an hour to discuss the pros and cons of its likely recommendations and is likely to submit its recommendations to chief minister Tarun Gogoi before the monthlong deadline set by him ends next week.

A member of the committee told this correspondent, “Nothing has been finalised as yet. A few more sittings will be required. We have asked principal secretary (home) to finalise the recommendations so that we can take a final call before the same is presented to the chief minister, who will then place it before the cabinet. The whole idea is to ensure the interests of both sides.”

The Jewel Gorlosa faction of the Dima Halam Daogah, which laid down arms on October 2, is demanding the change in nomenclature and has the support of the Dimasa community. But groups like the Zeme Nagas, the Hmars and the Baithes are opposed to it. The sub-committee, which was constituted last year, has made a couple of visits to the district but has not been able to arrive at a decision as the Dimasas constitute only 43 per cent of the population.

The Dimasas argue that the change in name can play a critical role in paving the way for lasting peace.

“However, things have changed since the DHD (J) surrender. Efforts are on to mobilise opinion for a negotiated settlement between both groups,” a source said.

The D.P. Goala-led committee has as its members ministers Himanta Biswa Sarma, Rockybul Hussain and Khorsingh Ingti, and principal secretary (home) S.C. Das as the convenor.
