AIZAWL, April 16 - The fourth round of peace talks between Mizoram Government and Hmar People’s Convention (Democratic) is scheduled to be held on April 28, Mizoram Home Minister R Lalzirliana said on Saturday.

Speaking to reporters here at a press conference, the Home Minister said, “The next round of parley will discuss measures taken by both sides to arrive at lasting peace.”

The State Government delegation would be led by Additional Secretary, Home department, Lalbiakzama while HPC (D) delegation is expected to be headed by working chairman of HPC (D) LT Hmar and comprising Hmar leaders from Manipur and Mizoram.

Lalzirliana said that Mizoram Government and HPC(D) have had held peace talks on eight occasions to find amicable solution to the Hmar political imbroglio. The first parley was held on November 11, 2010.

The talks revolved around giving more autonomy and power to Sinlung Hill Development Council (SHDC) formed following the agreement signed in 1994 between the erstwhile underground HPC and Mizoram Government.

The HPC (D) was formed just after the surrender of the HPC in 1994. The former is demanding for the creation of a separate autonomous district council in Hmar dominated north Mizoram adjoining Manipur.

Aizawl | April 15 (NNN):  The fourth round of peace talks between the Mizoram government and the Hmar People’s Convention (Democratic) is scheduled to be held on April 28, Mizoram Home Minister R. Lalzirliana said on Saturday.

Speaking to reporters here at a press conference, the Home Minister clarified recent reports on some media outlet that the next round of peace talks will be held on April 21.

“The next round of parley has been scheduled to be held on April 28 to discuss measures taken by both sides to arrive at lasting peace,” he clarified.

The state government delegation would be led by Additional Secretary in the Home department, Lalbiakzama while the HPC (D) delegation is expected to be headed by working chairman of the HPC (D), L T Hmar and comprising of ‘overground’ Hmar leaders from both Manipur and Mizoram.

R Lalzirliana said that both the Mizoram Government and HPC (D) have had held peace talks on eight occasions to find amicable solution to the Hmar political imbroglio.
The first parley was held on November 11, 2010. During 2013, both sides had held peace talks on four occasions under cordial environment but the prolonged talks ended in a deadlock due to disagreement over extension of the period of Suspension of Operation (SoO).

After a hiatus of almost three years, the peace talks resumed in August, 2016 when the first round of peace talks was held on August 10.

The second round was held in October and the third round of peace talks was held on December under “cordial environment” and both sides were optimistic about the outcome of the peace talks. The talks revolved around giving more autonomy and power to the Sinlung Hill Development Council (SHDC) formed following the agreement signed in 1994 between the erstwhile underground HPC and the Mizoram government.

The Home Minister said that both sides respected the decisions made at the parleys and said that the government has strongly pursuing various departments to fulfill the assignments done in connection with the ongoing peace talks.

The State Coordinating Committee, Hmar Students' Association, Manipur would like to state to all concerned that the creation of Pherzawl District is a boon for the people who are living in the far flung  remote hill-areas of South Manipur.

It is the hope, and the expectation of the HSA that the creation of the new district would be a prelude to development in line with administrative convenience; which would soon be manifested with the due development of the newly created Pherzawl District

The HSA, would go all out  to assist the Manipur State Government in all its endeavours to bring about changes for the betterment in the remote hill-areas covered by the new district.

At the same time, the HSA is equally disheartened to learn of  some vested interest from certain quarters who are determined to carve out a new district by altering the areas covered by Pherzawl District and Churachandpur district.

It is the sincere appeal of the HSA to the State Government and to all concerned not to alter the area and status of the newly created Pherzawl District in anyway or under any circumstances.

The HSA believes that the districts were not created on community basis but solely on the purpose of administrative convenience and that Pherzawl District would be a haven of development and progress for all of  all the communities living there.

Any intention to bring about changes in its area and status is uncalled for and not at all a necessity. The HSA believes that brothers should live  together amicably in peace and harmony.

The HSA would resist any intention of marring the status of Pherzawl District in the interest of peace, progress  development and progress.

The HSA is a firm  believer in peace, harmony,  development and progress of all the cognate communities living in Churachandpur district. It is the firm belief of the HSA that status-quo be maintained concerning the area of Churachandpur district as the District is a beautiful mosiac of sister communities living together since time immemorial .

The HSA wishes the new State government success in its endeavours to usher in peace, development and progress in the state of Manipur and the
hill-districts in particular,

It is the prayer of the HSA that all the needs of Pherzawl District would soon be addressed; and that progress and developmental  works would soon begin in the right earnest.

The construction of  required government administrative buildings, quarters and infrastructures befitting of a district headquarters  should  be at Pherzawl - the district headquarters of Pherzawl District.

The Pherzawl District is a district for all the kindred communities residing there and it is the collective responsibility of the denizens to pull in together for its welfare, peace, progress and development without any bias or prejudices.

Imphal, April 3, 2017 (DIPR): Chief Minister Shri N. Biren Singh today said that his approach will be humanity approach to regain the lost trust among people of different communities living in the State and his slogan to bridge the gap between hill and valley is “Go to Hill”.

This was stated by Shri N. Biren Singh to the members of the Manipur Hill Journalists’ Union (MHJU) when the latter called on him at his Office Chamber today.

“Whatever the diversities among different ethnic communities in the State we are one and the media has to play a great role in bringing together all the communities”, he continued.

Assuring that transparency will be there in his Government, the Chief Minister also appealed the members of the MHJU to give their suggestions so as to "regain the trust among ourselves". He also said that as a measure to ensure delivery of benefits to the beneficiaries under various schemes of TD & Hills Department, he is planning to distribute them personally at the respective Hill District HQs with the concerned minister.

Regarding the demands mentioned in the memorandum submitted to him by the MHJU, the Chief Minister instructed the Chief Engineer of PWD to take up the renovation work of the existing Press Club at Churachandpur and for allotment of land and establishment of a Press Club of the Union at Imphal, he gave his nod but told the members of the Union to first identify the land.

Regarding establishment of a Press Club at the district headquarters of all the Hill districts, the Chief Minister suggested them to request the respective district administration to provide a room to the Union in the Mini Secretariats of all the districts.

The six member delegation of the MHJU was led by its President Sothing Shimra, General Secretary S. Nengkhanlun and Finance Secretary Timothy Z. Zote. The meeting was also attended by Director of  IPR Shri Meghachandra Kongbam.

Tuithaphai, April 3: Mnipur's Minister for Veterinary & Animal Husbandry, Agriculture, Pu V. Hangkhanlian has said that "it is unlikely for the BJP-led government to roll back" the decision of the previous government on creation of seven new districts in the state.

Pu Hangkhanlian told this to the Pherzawl District Development Committee (PDDC) officials when they called on him at his residence in Zenhang Lamka on Sunday morning, according to a press statement released by the PDDC.


PDDC officials Pu H.K. Joute (chairman), Upa L.Thanzam Pulamte (Secretary) and Pu Timothy Z. Zote (Pubbic Relations) felicitated the minister with a traditional Hmar shawl - Thangsuo Puon - on the occasion.

On Pherzawl District, Pu Hangkhanlian told the PDDC officials that "everyone must work together in a fair manner without favouring a particular community or areas for an all round development", while adding that "it is unlikely for the BJP-led government to roll back" the decision of the previous government. 

Last year, the Congress government created seven new districts in "order to bring development closer to the people of remote areas". While the decision received mixed response from several communities, the erstwhile Pherzawl District Demand Committee, rechristened as Pherzawl District Development Committee, has  welcomed the decision wholeheartedly. The committee has even submitted the a list of essential government departmental officials to be posted at Pherzawl and other stationary items for smooth function of the district.
