Saikot, July 30: A thanksgiving day cum 1st anniversary of the Churachandpur chapter of the International School of Western Music was held at Synod Supermarket Building here in Churachandpur on Saturday.

The event was to mark the promotion of peace through music and organizers have expressed their gratitude to the HPC-D for supporting the programme to promote peace and development.

Organised by the International School of Western Music (India), a project of International Music Foundation, the programme was attended by various social activists, student leaders and district council members.

Churachandpur ADC member Lalhosan graced the occasion as chief guest while his colleague Kamsuanlun was the functional president. The chief host was Khamliankhup and the guest of honour Francis Songate.

The International School of Western Music was establish on 5th July, 2005 in Gurgaon with a humble beginning of just 3 student’s. Now it has 346 students. The school continues to grow year after year under its director James T. Zote with the support of 14 faculty.

Imperial Typewriter My dad’s Imperial typewriter sat on every table he owned in the last more than ten years, until he learnt how to live with another companion: the personal computer.

He would wake up at seven, type for two to three hours, and then leave for work. When he returned, he would have a quick lunch, and then type into the night. Songs, short stories, essays, articles, letters and books were laboriously printed on A4 paper by this two-fingered artist, and eventually stored in the fat files that lined his desk.

I sometimes watched him type. He’d would pull out a fresh sheet of paper, place it in the feeder, turn the platen, align the paper, set the margins, and then start typing. He would stop frequently, twist open the bottle of White Out, and correct his mistake. Then he would start again, proceeding cautiously. Every page without an error was a personal triumph, especially when he had to type official documents; mistake means he would start again.

I know that the makers of his typewriter intended it for writers, but they inevitably invented the best alarm man could ever create. Throughout our lives, from Kenya to Saudi Arabia, to New Zealand, to Burma, to Italy, that type writer haunted our family’s dreams. Our family had to learn to live, fall asleep, and wake up to the rhythm of its ruthless clatter. My mother would often protest but I suspect she was happy that he typed, rather than slept, before she did: his snoring was worse.

He would often spend Sunday afternoons cleaning, fixing and tweaking the Imperial. He’d change the ribbons, clean the keys and oil the parts that needed oiling. He respected this machine, he knew every piece of it and he liked the sound and feel of it. It had become a part of him.

I saw him type for a whole summer and I hated to see him go through this ordeal, especially when there was an alternative. One day, I had enough. So I introduced him to a personal computer I had brought from the States. I taught him how to use it, gave him a few books, and he studied them very carefully, patiently. He was a good student, a willing one, ready to take a brave step from the noisy typewriter he was secure with, to a silent one he was unfamiliar with. In less than three brief instructions, he had learnt how to save, load and edit files. Then I left for university, uncertain of his devotion to the new machine.

When I came back the following year, over a hundred pages of a novel he had working on were stored on disk. I was surprised: it took a lot of courage to transcend the typewriter stage.

These days he followed a different route. Instead of selecting a fresh piece of paper from the shelf, slipping into the typewriter, and cranking away, he turns on the adaptor, waits for the word processing program lo load up and silently types away.

But some old habits die hard. He has yet to buy a printer, so he does most of his editing on computer, and uses the Imperial for hard copies. He’s happy with that. Maybe next year, he’ll be ready to take another step. I’m bringing him a printer.

Hmarkhawlien, July 27, 2011: The Hmar community in Assam’s Cachar district has condemned the arrest of former Barak Valley Hill Tribes Development Council (BVHTDC) chief Ngursunthang who was taken into custody by the police on July 26 over the murder of BVHTDC chairman Babul Rongmei weeks ago.

Terming the move a “repeated attempts by the police to put the blame on the Hmar tribals” various Hmar organizations have demanded the “immediate and unconditional” release of Ngursunthang failing which the community said it will imposed an indefinite blockage of National Highway 53 which connects Manipur and Assam from July 28.

“We condemned the systematic victimization, harassment and repeated attempts to blame the Hmar tribals for the killing of Babul Rongmei, Chairman of the Barak Valley Hill Tribes Development Council (BVHTDC),” said a joint statement issued by the Hmar National Union (Assam), Hmar Students’ Association (Barak Valley, Assam), and Hmar Inpui (Hmar Supreme House), Barak Valley Region.

Babul Rongmei was shot dead by three unidentified assailants in his drawing room at his Silchar residence on July 10, 2011. One of the assailants was lynched by the crowd while two of his accomplices escaped.

The Hmar organisations also stated that the banned NSCN/GPRN (K) already owned responsibility for the killing of Babul Rongmei and also declared the name of the slain assailant and his rank in the proscribed outfit.

The NSCN/GPRN (K) (Zeliangrong Region) in its press release on July 12, 2011 took responsibility for giving capital punishment to Babul Rongmei, and stated that the operation was launched in the interest of the Zeliangrong Nagas by the Demo team of Silchar town under the command of lieutenant Stenhawk.

The arrested former chairman of BVHTDC Ngursunthang also denied his alleged involvement in the killing and termed the allegation as baseless, motivated and a conspiracy to malign him and tarnish his image before the public and demanded a high level inquiry, preferably by CBI, to investigate the case so that the truth be revealed to all.

Aizawl, July 27 (PTI) Mizoram will not revive the Suspension of Operation (SoO) signed with the Hmar People’s Convention (Democrats), as it has signed one with the Centre.

Chief Minister Lal Thanhawla today told the state assembly that the Centre signed SoO with a number of ethnic insurgent groups in Manipur including Kuki, Hmar and Paite and the need did not arise to renew the SoO signed by the state government with the HPC-D in November last year.

Intervening in a discussion during the question hour, Thanhawla said that the SoO between the HPC-D and the Centre covered only Manipur and had not been extended to neighbouring states like Assam, Mizoram and Tripura.

Stating that the government would not allow balkanisation of Mizoram, he said,”That is why we created the Sinlung Hill Development Council with an executive order after signing the government-HPC accord, not a political council.

The HPC-D has been fighting for a homeland in eastern parts of Mizoram since 1986.

Trying to keep deer from destroying plants, crops and trees is nothing new. Over the years, a variety of different deer repellent strategies have been tried.

Fencing: It Can Work, But May Not Be the Best Solution
Traditional fencing may be effective at keeping deer out, but may not be the best choice for you.
Often people don’t want to detract from their landscape with fencing. Plus, installing fencing can be costly and time-consuming … not to mention the upkeep. If you’ve got a fence that needs repair, you’ve got a fence that isn’t keeping the deer out.
Deer have been known to jump over fences, some as even as 8 feet tall. Plus, to be most effective, fences need to completely enclose the area being protected. Just because you install a portion of a fence where there’s a deer path doesn’t mean the deer won’t simply find another way into your yard or garden.
If you don’t like the idea of installing fencing on your property, there are other forms of deer repellents that can work for you.
Motion Detector Sprinklers Designed for Repelling Deer 
There are motion detector sprinklers on the market today designed specifically for repelling deer.
When the sprinkler senses animal movement, it releases a sudden burst of water. The sudden burst, along sound and movement will scare deer and condition them to stay away.
The most effective motion detector sprinklers use infrared technology to identify heat, in addition to movement. Also, they’ll utilize a random pattern so deer don’t become accustomed to the spray blasts.
Static Shock to Repel Deer 
Another form of deer repellent is electronic. By administering a harmless static shock, deer will be conditioned to stay away.
Using deer bait, the electronic deer repellent will entice deer to touch it. More importantly, it will attract deer in the short range, not deer that are far away. Then, on contact, will release a static shock to frighten the deer.
It works year-round (even in the winter!), doesn’t require wires and is economical. Once the deer are conditioned to stay away from a particular area, the units can be moved to another location.
When choosing an electronic deer repellent, select one that:
  • Has a step-in stake design, which makes for easy installation
  • Covers at least 1,000 square feet
  • Doesn’t need the batteries changed often; there are models that only require battery changes once a year or less
Effective Liquid Deer Repellents 
Homemade concoctions of rotten eggs or hair are messy and smelly. Plus, they don’t hold up for long outdoors.
However, there are commercial deer repellent products that take advantage of deer’s sensitive sense of smell to keep them away, but in a solution that is easy-to-use and requires less frequent reapplication.
The most effective deer repellent products don’t just target the deer’s sense of smell, they also target their highly developed sense of taste, using garlic and capsaicin. When the deer taste the solution, they will immediately sense an irritation and stop eating the treated plants.

Silchar, July 26, 2011: Ngur Sunthang Ngurte, former chairman of Barak Valley Hill Tribes Development Council, whom the police was in search of in connection with the killing of Babul Rongmei, was arrested this morning at around 8 am from his residence at Hmarkhawlein in Lakhipur subdivision.

It is to be recalled that Babul Rongmei, chairman of the council, was killed on July 10 at his Sabashpur residence near Silchar Medical College and Hospital by an assailant identified as Blesson Golmei, self-styled second Lieutenent of NSCN (K) along with his two accomplices. While Blesson was nearly lynched to death, his two accomplices who are yet to be identified made their escape.

Just after the killing of Babul, Alimai Kamei, a former member of the council was arrested from his Fulertal house. When a police team led by SDPO of Lakhipur KK Barua went in search of Ngur Sunthang Ngurte, he was not present at his residence. Subsequently, two persons, identified as Hrishikesh Das and Saikat Paul Chowdhury were arrested from different areas of Silchar. While the former was the owner of a SIM card shop, the other produced fake documents to buy the SIM which was used by the assailant in his mobile set.

All three, Alimai Kamei, Hrishikesh Das and Saikat Paul Chowdhury were later sent to jail. On specific information that Ngur Sunthang Ngurte was at his home, a police party in plain clothes led by sub inspector, Lakhipur Police Station, Gitesh Bhattacharjee surrounded his residence and took him into custody. He was handed over to Ghungoor Police Outpost near here for interrogation. He was arrested with reference to case no. 1094/2011 U/S 448,302,34 (IPC), R/W 25 (1B) Arms Act on the basis of the FIR filed by the wife of Babul Rongmei, Themlu Rongmei, on July 11, 2011.

I am extremely happy to hear that a new Hmar magazine titled "Sikhawvar" (Morning Star) was coming out. However, over the past few days there have been both positive and mostly negative comments on how it will face the ‘battle of survival’. I would like to reply to both views, but I finally decide to write a piece which some may consider a counterview to those negative remarks.
Having been associated with a number of Hmar publications, I've seen their births and deaths. It is painful to let your loved ones go, but we do need to keep in mind that even the dead tree trunk can give life to mushrooms and chances for other trees to grow.    
Let me point out three facts of the matter which are hard to accept:-
  1. We are born to live ... and die.
  2. Nothing is permanent... change is imminent.
  3. Life is a struggle... not a bed of roses.
I think these three facts are more than enough to reflect the realities of the media scenario in the Hmar community.
When a new child is born ... do we not greet/send the parents good wishes? or Do we simply say, "Oh, that child is gonna live for 5 years or 80 years only".  I think we need to develop a positive attitude when a 'new child' is born to Hmar Press. It does matter how long 'the new born child' will live, but is it not too early to predict its death when it is still an infant?
The lifespan of a Hmar magazine is at most 3 - 5years and we need to give time for this 'new child' to grow first. Who knows it may live well beyond our dreams. Whether it cultivates a bad character, joins politics, becomes right-left-centre wing 'youth', etc., we'll have to wait and see.
Now is the time to simply say: "You have given birth to a wonderful 'child' with such a beautiful name 'Sikhawvar'. We wished you all the best. Bring 'him' up with care and love. Let ‘him’ live a long life!"
And, when/if the time comes for us to say "Goodbye Sikhawvar", we need to remember it deserved a decent ‘burial’ as well. Do we not say: "May his/her soul rest in peace with God" even when a drug addict or murderer dies?

Sir/Madam,
This press release is made in response to the news item under the caption "BVHTDC Chairman killed” reported by a staff reporter and published in the esteemed daily The Sentinel on 11/7/2011(appearing on page 11).

The reporter has allegedly provoked the peace-loving Hmars and Nagas by stating that the assassin who killed BVHTDC Chairman belongs to the Hmar community.

While strongly condemning the heinous murder of our respected Chairman, the HPUCL is strongly critical of the fabricated report/baseless allegation levelled against the second largest ethnic hill tribe in the Barak valley by the said reporter.

As per the following, the assassin belongs to NSCN (K) and not a member of the Hmar community:-
1. The signed press releases issued time and again by the NSCN (K) to many of the leading dailies on 12/7/2011 (including The Sentinel, page 9)and there-after;
2. The records maintained in the Mobile Hand Set and SIM Card belonging to the murderer and now in possession of the local Police;
3. People who have seen the assassin(s) on that fateful day say that the a language other than Hmar language was used in the conversations amongst the militants and between the assassin(s) and the deceased Chairman prior to the assassination;
4. The wife of the slain leader and locals at the site of the compound where the murder took place are all a witness to the whole incident.

In view of the aforesaid, HPUCL would like to state that:
1. The report published in the esteemed daily The Sentinel on 11/7/2011(appearing on page 11) is false, baseless, unfounded and provocative. This would be a recipe for discord amongst various ethnic groups in Barak valley.

2. Insensitive reporting in an esteemed daily on 2/3/2003 by vested interests on the kidnapping of DHD cadres by NSCN (IM) on February 26, 2003 has been the primary factor behind the Hmar-Dimasa conflict that led to the killing of many innocent lives by the DHD in NC Hill district.

3. The report published in the esteemed daily The Sentinel on 11/7/2011(appearing on page 11), therefore, is akin to sowing seeds of discords amongst the ethnic tribes in Barak valley;
4. There are vested interests in the Barak valley districts that have deeply ingrained thinking that the relations of the Hmar tribe with other ethnic groups in Barak valley are inherently and historically antagonistic.

5 The Hmars are targeted (by The Sentinel) for no fault of theirs or are being put in inconvenience by vested interests or communities following the murder of BVHTDC Chairman.

However, there are telling evidences of the long association of the Hmars with their ethnic brethren like Nagas, Manipuris and Barmans (Dimasas) to form a rare cultural fusion transcending all socio-economic, religious and political barriers in Barak valley.

HPUCL, therefore, demands the following:
1. The Sentinel Group (Printer, Publisher and Editor) should, within fifteen days from the date of this publication, tender an apology to the Hmars in particular for hurting their sentiment for no fault of theirs or else the community would approach the Court of law for defamation against the Group.

2. The government should no more play the passive role of a mere spectator while the Hmars are targeted for no fault of theirs or are being put in inconvenience by vested interests or communities but, instead, should come to their immediate help.

3.The Hmars, being rendered minority in each of the districts where they have been living from times immemorial, have been the political victims upto this day and, therefore, the peace loving Hmar people shall ever cry for their earliest rescue.

We, therefore, appeal to our friends in the print and electronic media to not mislead the people while reporting sensitive issue at this difficult time and stop silly reporting in larger public interest and do only calm reporting.

We also appeal to the state government to set up an inquiry commission under a sitting HC Judge to look into the circumstances leading to the assassination of BVHTDC Chairman.
We further appeal to the law and order machinery to look into the matter seriously and the HPUCL would extend all help to bring the culprit(s) to justice.

  • Do We Have Time? Is your schedule packed with work, driving the kids around, or other errands? Raising and training a puppy takes a lot of time and dedication. If you can’t be consistent when you’re training them it will be a lot harder for them to learn. Owning a dog should be enjoyable and not stressful.
  • Are the Kids Old Enough? Timing is really important when it comes to getting a dog. If you have infants in your house you may want to wait until they get a little bit older. It does depend on the breed, but some dogs have the instinct to show dominance over small children. There’s no comparing a child’s life to your dog’s, so you want to make sure that all unnecessary risks are removed. As well when you’re children are older you can ask them to help you with caring for the dog. You can teach them responsibility as they learn to care for their animal.
  • Can We Afford a Dog? The upfront cost of a dog can vary depending on the breed, and you don’t have to spend a fortune to get a great dog. You should take into consideration the costs of feeding the dog, and taking care of it if it gets sick. Vet bills can get very expensive and once you’re attached to a dog you may feel obligated to pay for pet healthcare that you really can’t afford. 
If you can answer yes to these questions then it very may well be time for your family to get a puppy. Getting a dog should never create a financial burden for you or your family. Subj: Prayer for the upgradation of the Barak Valley Hill Tribes Development Council into a Sixth Schedule District.

Sir,

We, the Barak Valley Hill Tribes Federation, on behalf of all the Indigenous tribal people of Barak Valley, comprising the three districts of Cachar, Karimganj and Hailakandi beg to approach you with the request for the creation of a separate autonomous district council as per the provision given under the Sixth Schedule to the Constitution of India in order to protect our tribal customs and culture, literature and language and to develop ourselves. It is essential for our survival and very existence which is at stake from the vast majority non tribals who are politically and economically more powerful. These non-tribals are also numerically outnumbering us with the ever increasing of their population, non- migration and also unchecked influx of foreign nationals, multiplying year by year.

A brief history of tribals in the Barak valley is given under the following headlines for your kind consideration

HOME OF THE TRIBALS

Cachar, once a part of Kachari kingdom and tribal Chiefs, had been the homeland of various tribal groups from pre-colonial period. When the British colonial rulers extended their hegemony in this part of the country, they termed these areas as ‘tribal backward tract in 1921’. The undivided Cachar district having 3 (three) sub-divisions, namely Silchar, Karimganj and Hailakandi (now upgraded into three separate district) are again sub-divided into Cachar and North Cachar Hills of which North Cachar Hills was granted autonomous district council and the United Mikir Hills District Counci (now Karbi Anglong District) was also created in 1952 by extending the provision under the Sixth Schedule. At the same time, the Mizo District Council was also formed during the same year.

The tribal people who were left behind in Cachar district were given hill panchayat to run their own affairs. This hill panchayat opted for inclusion into Indian Union during the partition of India and Pakistan in pre-Independence period or we might have been included into East- Pakistan (now Bangladesh). We were granted jhum permission area under Jhumland Permission Act of 1955 and set apart from Land & Revenue Act. We paid hill house tax and dao tax to the government collected by hill mauzadars appointed by the district authority concerned.

Now, with the introduction of Panchayati Raj in Assam, the hill panchayat could not function and it ceases to exist. Gaon Panchayats are now collecting house tax and dao tax by issueing panchayat certificate and clearance certificate which lessen the importance of hill mauzadars and make them obsolete thereby steadily assimilating the tribal people into the new political structure without providing any constitutional safeguards.

Tribal Areas not included in Jhumland Permission Act were declared govt. khasland (U.S.F) and Reserve Forest, Inner Line Forest, etc., (as they have no land holding) bordering North Cachar Hills (now Dima Hasao Dist), Mizoram, Manipur, Meghalaya and Tripura. Due to frequent evictions by Forest Department and other harassments, eg., late permission for clearing jhum and burning of jhum, production of crops fell considerably thereby causing economic deterioration in the tribal belt. Some villages were under forest villager or tangiya village. They are compelled to plant trees like teak (shigun) or gomari in their Jhum, thus limiting areas of jhum cultivation which is the main source of livelihood to the hill tribals.

ECONOMICS & DEVELOPMENT/EDUCATION ETC

Road communication, drinking water supply, power and electricity and education are very neglected subjects in tribal areas. Mortality rate (death toll) is very high due to absence of safe drinking water supply and medical facility. As there are no proper roads in these areas, it is not possible to reach hospital for medical treatment for the malaria infested jungle areas. Literacy or education also suffers to a great extent due to this factor. Very few tribal villages get power supply or electricity. Out of 600 tribal villages, maybe about 20-30 villages are perhaps electrified. Non-tribal teachers are reluctant to stay in backward tribal villages and hence, education also suffers. Some tribes, viz. Hmars and Mizo introduced their own medium in L.P and M.V Schools and employ tribals who are able to teach this medium and they are a bit improved, for the government of Assam recognized Hmar and Mizo medium of instruction vide govt. notification no. EMI/52/67/199 dated 23/03/69 in 1979. Other Tribals are still following Bengali medium of instruction.

LAND & OCCUPATION

The main livelihood of Barak valley tribals is jhumming or shifting cultivation. Every year, a portion of jungle is cleared usually in the month of January and February and burnt in the month of March/April thereby rice, pepper (chili), cotton and til (oil seeds) pumpkins, cucumber, mustard and other beans for curry are sown. Also ginger and turmeric, kachu (alu) are also cultivated and reaped from September/October according to season. Wet cultivation is also practised wherever possible and paddy is cultivated generally in summer and alu, beans, etc., in winter after harvesting.

Due to limited land for jhum, production decreases and horticulture crops like pineapple, bananas, betel nut, pan leaves and other fruits are also cultivated for sustenance of living steadily which were sold at market/local bazaar which are more or less 6 to 3 kilometers from the tribal village or to paikars or merchant who purchase from their village though at a much cheaper rate than market value.

People may wonder how the tribals lost their land to the non-tribals. This is mainly due to bad economic condition of the tribal people in the Barak valley. Most of them are below poverty line (BPL), their fellow tribal brothers in other states or areas have their own tribal government or council to run their own affairs and develop themselves in their own tribal pattern and customary practices. Here in the Barak valley, they are ruled by the non-tribals who do not know our ways of living and thinking. They try to develop us through their own way and we suffer. Many a time we therefore run in debt to our neighbours in times of difficulties, illness, cases in the court of laws on petty matters and we have to spend money we could not afford and at times mortgage our lands and could not recover them later and in this way lost our land. Also unproductive jhum cultivation makes us poorer and poorer and helps from government get delayed and the number of times for going to procure something from government is time wasting and loss of daily labour wages. So, steadily we are pushed into the frontier and jungles and unproductive hills ranges bordering other states. A policy is to be adopted by the government for checking of the transfer of land from tribals to non-tribals and restoration order for lost tribals lands are passed as it was passed in the case of Tripura.

BARAK VALLEY HILL TRIBES DEVELOPMENT

Barak Valley Hill Tribe Development Council with an annual grant of Rs. 5 (Five) Lakhs only is usually released for the upliftment of hill tribes in the field of social, economics, education, etc., vide Notification No. 740/BC/88/61/8 dated 18.3.96. The fund sanctioned for development is from welfare of plain tribal (WPT & BC) and hill tribe fund is not allotted for the hill tribes of Barak valley. Think how they are to develop hill tribes numbering more than 2(two) lakhs on so small amount like five lakhs of rupees.

This council is the result of an uprising of hill tribals of Barak Valley Under Cachar Hill People Federation. But the 417 cadres of volunteers/militant have not yet given any relief or rehabilitation till today which is unlikely in any revolutionary movement of Assam and other states of India.

Another Notification TAD/BC/513/10/50 Dt 22.1.11 for restructuring and strengthening of Barak Valley Tribe Development Council for maximum participation of Indigenous people of Barak Valley was issued and what is supposed for hill tribes is omitted and hill tribes so mentioned before are replaced for indigenous tribes of Barak valley and seats (quota) reserved in the earlier notification was also omitted thus making the constituents of the Council to be a controversial topic in the legal term of view.

It needs not be reiterated that the word indigenous tribe is ambiguous and controversial for the plain tribes/tea garden tribes or hill tribes as notified earlier. Hence, modification or corrigendum be made as in future the Barak Valley Hill Tribes Development Council is to be still functioning in the name of the Barak Valley Tribes Development Council in future also.

TRIBALS OF BARAK VALLEY

The tribals of Barak valley are falling into 3 (three) categories, viz., (a) plain tribals (b) hill tribals, (c) hill tribals without ST Status.

(a) The Barmans (Kacharis) are recognised Scheduled Tribes in Cachar.

(b) The Hmars, Mizo, Kuki, Khasi and Jaintias, Nagas, Chakmas and Kabis were recognized Scheduled tribes under Scheduled Caste & Scheduled Tribes Act 1950 vide Ministry of Home Affairs, Govt. of India Notification No SRO 510 Dt 6-9-1950 but not Recognised in plain district due to Areas Restriction.

(c) The Bru (Reang), Tripura (including Kewa, Laitong, Gurjung, Gabeng) etc. Hrangkhol, Chorei, Sakechep, Saihriem, Aimol, Khawchung, Chiru, Vaiphei, Ranglong, Halam, Rupini (Barman). The lost tribe (clan) Rupini is a constituent of 12 Halam recognized in Tripura but opted for Barman here in Assam.

All the hill tribes are not recognised as Scheduled Tribes by the Govt. of India till date nor in Barak valley or plain district of Assam due to area restriction.

POLITICAL BACKGROUND OF TRIBAL

The tribals of Barak valley are now scattering in the three districts facing a very dark future in political field due to disadvantageous delimitation as Assembly Constituency, formation of wards in G.P level and even formation of G.P area as they fall in a disadvantageous position for contesting election. Though the total number of population of all tribals in the Barak valley may be over 2 (two) lakhs which is a qualifying number for one Assembly Constituency in Assam, even to become president of Gaon Panchayat may be a feat difficult to qualify in the present set up of area, ward or constituency which is clearly divide & rule setup by the people who are in power. Our fellow S.Ts have reserved seat in M.P/AC and Panchayat and the tribals of Barak Valley are not even enlisted or recognized except Barmans. One reserved S.T seat is a must or nominated M.L.A in the assembly to voice our plight and pitiful condition in Vidhan Sabha.

Demands of Autonomy Under Constitunal Protection of Sixth Schedule.

What the tribals of Barak valley have to do is to raise a demand for constitutional protection as envisaged under Sixth Schedule to the Constitution of India in order to escape elimination of our very future existence and try to survive as respectable citizen by enjoying autonomous council for safeguarding our ethnic identity, custom, culture and heritage, and to administer and develop ourselves by our own self and try to prosper in our own style and time-tested values, and to get back all the land we have lost through mortgage through restoration policy like in other neighboring tribal ttates and try to enjoy our constitutional rights like other citizens of India.

OUR PRAYER

Therfore, Hon’ble Chief Minister of Assam is humbly prayed for to grant us protection under Sixth Schedule to the Constitution of India bytaking up our case to the Prime Minister of India for the upgradation of the Autonomous Council in Barak Valley as soon as possible for our very existence and survival. We don’t want to be like Red Indians of America or Maoris of Australia or New Zealand and we shun violence of the like in Tripura. We only wish to enjoy our rights as envisaged in the Indian Constitution for survival.
