AIZAWL, April 16 - The fourth round of peace talks between Mizoram Government and Hmar People’s Convention (Democratic) is scheduled to be held on April 28, Mizoram Home Minister R Lalzirliana said on Saturday.

Speaking to reporters here at a press conference, the Home Minister said, “The next round of parley will discuss measures taken by both sides to arrive at lasting peace.”

The State Government delegation would be led by Additional Secretary, Home department, Lalbiakzama while HPC (D) delegation is expected to be headed by working chairman of HPC (D) LT Hmar and comprising Hmar leaders from Manipur and Mizoram.

Lalzirliana said that Mizoram Government and HPC(D) have had held peace talks on eight occasions to find amicable solution to the Hmar political imbroglio. The first parley was held on November 11, 2010.

The talks revolved around giving more autonomy and power to Sinlung Hill Development Council (SHDC) formed following the agreement signed in 1994 between the erstwhile underground HPC and Mizoram Government.

The HPC (D) was formed just after the surrender of the HPC in 1994. The former is demanding for the creation of a separate autonomous district council in Hmar dominated north Mizoram adjoining Manipur.

Aizawl | April 15 (NNN):  The fourth round of peace talks between the Mizoram government and the Hmar People’s Convention (Democratic) is scheduled to be held on April 28, Mizoram Home Minister R. Lalzirliana said on Saturday.

Speaking to reporters here at a press conference, the Home Minister clarified recent reports on some media outlet that the next round of peace talks will be held on April 21.

“The next round of parley has been scheduled to be held on April 28 to discuss measures taken by both sides to arrive at lasting peace,” he clarified.

The state government delegation would be led by Additional Secretary in the Home department, Lalbiakzama while the HPC (D) delegation is expected to be headed by working chairman of the HPC (D), L T Hmar and comprising of ‘overground’ Hmar leaders from both Manipur and Mizoram.

R Lalzirliana said that both the Mizoram Government and HPC (D) have had held peace talks on eight occasions to find amicable solution to the Hmar political imbroglio.
The first parley was held on November 11, 2010. During 2013, both sides had held peace talks on four occasions under cordial environment but the prolonged talks ended in a deadlock due to disagreement over extension of the period of Suspension of Operation (SoO).

After a hiatus of almost three years, the peace talks resumed in August, 2016 when the first round of peace talks was held on August 10.

The second round was held in October and the third round of peace talks was held on December under “cordial environment” and both sides were optimistic about the outcome of the peace talks. The talks revolved around giving more autonomy and power to the Sinlung Hill Development Council (SHDC) formed following the agreement signed in 1994 between the erstwhile underground HPC and the Mizoram government.

The Home Minister said that both sides respected the decisions made at the parleys and said that the government has strongly pursuing various departments to fulfill the assignments done in connection with the ongoing peace talks.

Aizawl, December 12: Reports received from Aizawl and social media said that Hmar Peoples’ Convention (D) ‘army chief’ Pu Lalropui Famhoite has been released on bail earlier today.

“He was released from the Aizawl Central Jail at 5 pm,” the reports said.

Details of the bail and Mizoram government’s reactions are not yet available.

Pu Lalropui was arrested on April 16, 2015, along with suspected members of the rebel outfit which is demanding an autonomous district council for the Hmars in eastern Mizoram.

The peace deal could be even better than autonomous district council, says HPC-D delegate 


Aizawl, PTI: The Mizoram government on Wednesday held second round of peace talks with its only rebel outfit - the Hmar People's Convention (Democratic) - here in the state capital.

A senior government official who was involved in the talks said both sides were optimistic that the final outcome of the parleys will be positive.

"The talks were held under conducive atmosphere and mutual trust," Additional Secretary of the state home department Lalbiakzama, who headed the four-member state government delegation said.

"We discussed several important issues, especially the functioning of the Sinlung Hills Development Council (SHDC)," Lalbiakzama said.


The SHDC was constituted in accordance with the accord signed between the state government and the erstwhile HPC militants in 1994. HPC(D) was formed by former underground elements who did not accept the agreement and they are demanding a Hmar Autonomous District Council under the 6th Schedule of the Constitution.

While the four-member state government delegation led by Lalbiakzama comprised Joint Secretary for home Lalhriatpuia, SP, CID (SB) Rodingliana Chawngthu and OSD (Home) David H Lalthangliana, the HPC(D) delegation was led by Lalthalien, an Imphal-based prominent church leader.

Lalthalien had earlier told PTI the talks would mainly centre around the demands of the Hmar militant outfit seeking greater autonomy and more power to the Sinlung Hills Development Council (SHDC).

"Both sides would deliberate on making the SHDC better suited for the people of the area, may be even better than an autonomous district council under the sixth schedule of the Constitution," he said.

Oct 6, 2016: The Tuivai Bridge which connects Manipur and Mizoram near Ruonglevaisuo (Tipaimukh) will soon be rebuilt, according to Inpui sources.

The bridge which was washed away by strong water currents over two decades ago was the “lifeline of the Hmar community” living in the border areas. The Mizoram-Assam border region has been totally neglected by the concerned states and people are demanding various development projects since the early 1990s. 

The estimated cost of building the bridge is Rs. 6,11,35,000.

“Union Ministry of Road Transport and Highways has issued direction to the concerned authorities to immediately begin work on reconstruction of the Tuivai Bridge on National Highway-150 (Now renamed as NH-2),” said Hmar community leaders in a joint press statement.

The issue was brought before the Central government by the Hmarram Kohran Inzawmkhawmpawl (HKI) and the Barak Valley Hmar People Bharatya Janata Party.

“The community leaders submitted their request to Union Minister for Road Transport Nitin Jairam Gadkari on August 6, 2016 and he immediately instructed officials to pursue the matter on a priority basis,” they said.

As a result, despite some “opposition” from the Chief Engineer, PWD (Highway), Mizoram, and the Mizoram government, they finally issued a statement to commence work on the bridge. 

It is not yet clear as to when the ground work will actually begin.

Civilian representatives of the rebels for the second round of talks have been confirmed, according to informed sources.

The venue, however, has been changed from Chaltlang Tourist Lodge,
Aizawl to State Guest House, Aizawl.

Our sources tell us that the new schedule was sent to HPC-D officials in writing by the SP Office, CID (SB) Mizoram.

Aizawl: Just a few days before the next round of talks between the Mizoram government and Hmar People Convention-Democratic (HPC-D) which is scheduled to be held on October 4, the state government has reiterated that it is not possible for the government to concede to the demand of the Hmar outfit.

“Conceding of the demand for the creation of Autonomous District Council put forth by the HPC-D is impossible,” asserted Mizoram Home minister R. Lalzirliana.

The HPC (D) has been demanding a separate Autonomous District Council in the north eastern part of Mizoram under the Sixth Schedule of the Constitution of India and has been indulging in violent activities to press their demands from across the Manipur border.

The peace talks between Mizoram government and HPC (D) was resumed on August 10, three years after a stalemate in 2013. Earlier, both Mizoram government and the HPC (D) had made several efforts to find an amicable solution to the Hmar political imbroglio through negotiations and the last talks held in 2013 fizzled out due to disagreement over the period of extension of Suspension of Operation (SoO).

AIZAWL: Mizoram based Hmar People’s Convention (Democratic) peace delegation has submitted their charter of demands to the Mizoram government.

HPC (D) delegation leader Lalthalien told PTI over phone that the five-point charter of demands was sent by an e-mail yesterday.

The first round of talks between the HPC (D) and the Mizoram government was held here on August 10 and the second round was scheduled to be held during mid-September or third week of the month.

Lalthalien said whether any member of the HPC (D) leaders would participate in the next round of talks was not yet known as the state government had not demanded the participation of the members of the outfit till date.

As the parleys were held on mutual trust, the HPC (D) delegation till today did not raise the issue of signing Suspension of Operation (SoO), the church leader from Imphal said.

The charter of demands were drafted by the Demand Drafting Committee headed by John Pulamte, a social activist and member of the HPC (D) delegation in the talks.

The eight-member Demand Drafting Committee was constituted in a meeting of leaders of different Hmar organisations on August 13 at Churachanpur in Manipur.

Both Mizoram government and the HPC (D) had made several efforts to find amicable solution to the Hmar imbroglio through negotiations and the last talks held in 2013 fizzled out due to disagreement over the period of extension of SoO.

After that hostilities continued resulting in the deaths of three state police personnel and one HPC (D) militant and also the arrest of several leaders of the outfit.

State home minister R Lalzirliana, yesterday expressed optimism over the outcome of the current peace talks.

Lalzirliana, however, made it clear the state government would never allow establishment of a separate autonomous district council carving out north eastern part of the state adjoining Manipur.

The Hmar People’s Convention (Democratic) outfit has submitted the names of the six delegation members to represent the outfit in talks with the Mizoram government scheduled to be held this Wednesday. The delegation would not comprise of any militant, but civilians from Mizoram and Manipur.

To be led by Lalthaliana of Manipur, other members include former President of Hmar Inpui in Manipur John Pulamte, President of the Hmar Students Association, Lalthlamuana Hmar, Francis Songate, Rohringa and Thanglianchhunga. The talks would begin tomorrow in Aizawl.

The state government delegation would be led by Additional Secretary for Home Lalbiakzama, Joint Secretary for Home Lalhriatpuia, SP, CID (SB) Rodingliana Chawngthu and OSD (Home) David H. Lalthangliana.

Aizawl, August 29 (PTI): The second round of peace talks between the Mizoram government and the Hmar People’s Convention (Democratic) will be held in September, officials said today. 

The two sides have agreed to hold parleys in Aizawl in mid-September, but may defer the talks to third week of the month if any unavoidable circumstances come up, they said. 

The first round of the talks was held here on August 10 which, according to the officials, ended on an optimistic note with both the sides expressing sincerity to find amicable solution to the Hmar imbroglio. HPC(D), formed soon after the Mizoram government and the original outfit HPC signed an agreement in 1994, has been demanding a separate autonomous district council under the Sixth Schedule of the Constitution by carving out areas adjoining Manipur.

It  is on March 1, 1966 that the Mizo National Front under the leadership of (late) Laldenga declared the ‘Independence’ of Mizoram by suddenly storming the two military installations at Aizawl and Lunglei. There ensued a kind of undeclared ‘war’ between the Mizoram National Army (armed wing of MNF) and Indian security forces which lasted twenty years resulting in loss of many precious human lives . As it always happened in any insurgency, the innocent were the worst victims. Many young Mizo girls including women were raped sometimes in front of their husbands. Mizo villages and hamlets even in the remote hills were burnt down and regrouped (Karkhawm) in crowded centres along an arterial highway under the strict vigilance and control of Indian armed guards. This continued for 20 long years. In 1986, the so-called “Mizoram Peace Accord” was signed and Mizoram was granted statehood. The Mizos thus paid too heavy a price for a mere statehood; while the people of Meghalaya got the same status of state without shedding even a single drop of blood. What a difference!

In course of the many encounters during the trouble, many unforgettable incidents occurred and this is understandable. But most unforgettable one is the use of jet fighters by India for bombing Aizawl, capital of Mizoram on March 5, thereby turning it into flame and ashes. Why did she bomb her own people? This harsh action inflicted an irreparable injury into the young minds of Mizo (Zo) people. So the day, March 5 is observed as a “Black Day” every year since 2008 by even demanding an apology from the government of India.

The immediate impact of this incident is the rebirth of new ideology – Zo nationalism. Zarzosanga, a young Mizo scholar, asserts “the bombing of Aizawl did not deter or detach the heart of Zo nationalism. Instead it makes Zo nationalism more evident and alive and outside the interest and understanding of Indian nationalism. The bombing actually othered the Mizos from India and Indians. The blunder made by the government of India with its decision to bomb Aizawl was an affirmation and acknowledgement of Mizo (Zo) nationalism”. (David Buhril; History remembered, March 05.2016 & middot). What is very significant in this quotation is the phrase ‘othered’. The process of ‘otheringness’ of Mizos from mainland Indian people, whether we like it or not, is the hard reality that inspires, according to Lalremruata, a progressive member of the Zo Reunification Organization (ZORO), to secure Zo nationalism which is already crossing the national boundaries. To quote David Buhril again, “For the Mizos, Aizawl is the heart of their identity and belonging. During the fight for Indian independence (from British rule) Mizos had been left on the periphery. The bombing of Aizawl to secure the Indian nation state further paralysed the Mizos from sharing in the notion of Indian nationalism. The excessive action simply helped to cement the feeling of otherness within the Mizos vis-a-vis the rest of India. Was that the only option available to the union government at the time? Whatever the answer, it was clearly the military and political weapon used to assert mainland India’s dominance over the Mizos”.(Ibid). As a matter of fact, it was the Zo Reunification Organization (ZORO) which carries on the flame of Zo nationalism encompassing all Zo inhabited areas in Bangladesh, Myanmar and India. 

The ZORO was founded at Chongchhim, Champhai, Mizoram on May 18-21, 1988 with the following declaration:
“Now with political consciousness gaining momentum,
And the spirit of nationalism quickening us
Come fuller realization of our human rights
And of our political prerogatives
We cannot but feel burdened
With the paramount importance of Zo reunification
For preservation and existence of Zo ethnic identity.
“Reasserting, therefore, our faith and confidence
In the code of comity of nations.
Though formed only in 1998, the ZORO used the so-called Chin-Lushai Conference  at Fort William, Calcutta on the 29 January, 1892 as the basis of its unification movement. The members of this conference were Charles Alfred Elliot, lt.governor of Bengal, J.O.Dormer, commander-in-chief of Madras, Alexander Mackenzie, chief commissioner of Burma, W.R.Ward, chief commioner of Assam, E.R.H.Collen, secretary to the government of India, military department, and James Browne, quartermaster-general in India. The desire for bringing the whole tract of country known as the Chin-Lushai Hills under one administrative unit was not a progressive step but solely motivated by colonial strategic interest. There was no concern for the welfare of Zo people whom the colonial officials called ‘savage.’ It is therefore not surprising that no Zo representative was there in the conference. Resolution 2 of the conference clearly proves that it was not prepared to implement this proposal immediately, saying “as matters now stand, the difficulties of communication, of supply, and of transport are very serious, and it will in any cases be necessary to suspend action until after the close of the present cold season’s operation in the Chin and Lushai Hills”. What is this ‘operation’? It is a military operation. It is therefore very clear that the whole motive and contain of the said conference’s resolution is misread and understood wrongly.

The first thing ZORO did was to send a memorandum to Shri V.P.Singh, prime minister of India on 12 December, 1991 to seek his support for implementation of the Chin-Lushai Conference resolution passed almost hundred years ago.  In July 29,1992, by way of congratulating Dr Shanker Dayal Sharma on his being the new president of India, the ZORO leaders implored his intervention for the reunification of the divided Zoland.

Being inspired by high-sounding and lofty political ideals, ZORO decided to celebrate the hundred year of January 29, 1892, the so-called historic day when Chin-Lushai Conference was convened at Fort William, Calcutta at Vanapa Hall, Aizawl on January 29, 1992. On this occasion, they sent another memorandum through the high commissioner of British in India alleging that it was the British colonial officials who were responsible for dividing Zoland in three different countries, namely, Bangladesh, Myanmar and India and it was the responsibility of the British government to bring them back under single administrative unit. How? Where? Even independent India cannot change even an inches of the existing domestic boundaries once confirmed by the British colonial authority before they left the Indian sub-continent. What to talk of the change of international boundary?  The high commissioner was so polite enough to acknowledge receipt of the said memorandum and replied that it would be placed before the British authority.

Again in 1994,  the Zoro leaders also wrote to the US president Bill Clinton by highlighting the resolution 2 of Atlantic Charter which says “those colonized countries or people should have the right to self-determination” and Zoland being one of the colonies of Great Britain, joined the Allied Powers during the Second World War (1939-1945) and came victorious. They therefore claimed that as per the Atlantic charter, the Zo people should get their right to self-determination. They thus implored the American president to take initiative in this matter.

In 1992, Boutros Ghali, UN Secretary General, declared that the UN would spare no pains to help liberate those nationalities which had been forced to merge with other nationalities against their will and those nationalities which had been divided against their will. To avail itself of this declaration, the Zo leadership sent another memorandum to Boutros Ghali on 1996 to help integrate the divided Zo countries.

Coming to the reality of the situation, ZORO did participate for the first time, in the international workshop and seminar on indigenous issues organized by the Indian Confederation of Indigenous and Tribal Peoples (ICITP) at New Delhi on November 28, 1998. With the support of other UN-based Indigenous Peoples’ Organization s (IPO), ZORO had a chance to present its grievances and problems at international forums under United Nations Working Group of Indigenous Peoples (UNWGIP). Since 2001, the ZORO representatives attended almost all the sessions of the UN’s Working Group on Indigenous Peoples UNWGIP) and UN Permanent Forum on Indigenous Issues (UNPFII) at Geneva and New York. All these delegates were led by Raphael Thangmawia, the life-time president who breathed his last while attending one of the last sessions of the UNPFII at Geneva last year.

In all those international forums, the ZORO leadership incessantly took up the issue of Zo reunification. It may be recalled here that the MNF fought for the ‘Mizoram independence’ for twenty years on the slogan of ‘Greater Mizoram’ covering the whole  of Northeast India but it eventually had to content only with a tiny chicken-breast like Mizoram (erstwhile Mizo district) leaving behind their kindred brethren in neighbouring states dry and sundry  History is made to repeat again here.  When no single word was expressed for integrating Mizos in 1986 which involved alteration of domestic boundaries, what to talk of breaking international boundaries affecting three different independent countries (Bangladesh, Myanmar and India) just to bring back the Zo people under a single administrative head? Assuming that it is possible, under which country should this unified Zoland be brought about or should it be a separate sovereign state? No one doubt the genuineness of Zo nationalism which is the ideological foundation of Zoro but  Zoro’s political goal lacks political realism and it will always remain a an EL Derado!. The emotional integration of Zo people only through ZOFEST is enough and not beyond this.
