Now invisible communal forces are once again trying to mislead the nation by such rumour again and it must be stopped immediately.

We appeal to all sections of society, particularly to the people from North East India that any information that may be passed to you by any means, please confirmed it first by calling Police Helpline No 100, from your community and student leaders. Unconfirmed information will fuel the rumour.

We appeal to Delhi Police to arrange special patrolling in North East Indian dominated areas like Murnika, Mukherjee Nagar, Moti Bagh, Khanpur, Safdarjung Enclave, Defence Colony, Gandhi Vihar, Nehru Vihar, Vijay Nagar, Double Storey, Delhi University Campus, JNU Campus and Sikanderpur in Gurgaon.

Subject: Justice for raped victim.

Dear Madam,

We, the Hmar Students' Association, Joint Headquarters, Delhi would like to bring to your notice that one of our female member was physically beaten, tortured and raped by one Mr. Anuj Saini on the night of 18^th of January, 2012 at Dwarka, Delhi.

The raped victim aged 20 years, Miss Ruth <name changed>, who is a Tribal Christian and working in a Spa company in Gurgaon was offered a lift in a car by the rapist on the night of 18^th Janaury, 2012 on her way back to her rented place in Mahipalpur, New Delhi. Instead of dropping her to her place, the rapist Mr. Anuj Saini drove her to an unknown and isolated location somewhere in Bamnoli area of Dwarka Sector 28 and physically abused, tortured and raped her.
After escaping from the rapist, the raped victim returned to her place and an FIR was filed at the Police Station, Dwarka Sector 28, Delhi on 19^th January, 2012 against the rapist (FIR No. 11 Dated 19/01/2012) and the case against the rapist registered under IPC 365 and 376 and her statement taken by the concerned Police. The Police, who promised to arrest the rapist after 2 hours of filing of the report, arrested the rapist only after 5 days after the incident.

Considering the seriousness of this case and similar incidents that happened at the National Capital Region (NCR) and the unprecedented racial/gender-based violence meted to the people of North East India living in NCR, we, the Hmar Students' Association, Delhi demands the following to be taken up by your good office at the earliest so that justice be delivered to the victim, who is physically and mentally disturbed by the trauma she went through:

1. That, the rapist be punished appropriately without fail as per the law of the country.

2. That, the rapist in the case be further booked under suitable sections of the Scheduled Castes and Tribes (Prevention of Atrocities) Act, 1989.

3. That, the victim be compensated as per the Scheduled Castes and Tribes (Prevention of Atrocities) Act, 1989 and any other prevailing laws that cover this nature of crime.

4. That, a special cell headed by an IPS officer from North East India be established within the Delhi Police to pro-actively deal with the issues and problems regularly faced by people from the North East India in NCR.

5. That, justice be delivered fairly to the raped victim at the earliest.

Regarding non-upgradation of Saikot TD Block to the Status of SDO Circle

We, on behalf of Saikot Sub Division Demand Committee and Saikot TD Block inhabitants would like to appraise the State Government the rising public discontentment against non up gradation of Saikot TD Block to the status of Sub-Division Circle at par along with the Tuibuong and Sangaikot TD Blocks. The Saikot TD Block was created along with the Tuibuong and Sangaikot TD Blocks as per Manipur Gazette Order No.15/11/2003-Dev (P) dated 24^th December, 2003. The up gradation of Saikot TD Block is the long felt need of need of 19,256 people inhabiting Saikot TD Block, Churachandpur residing in 39 villages consisting of 3,222 household (As per the 2010-‘11 Hill House counting). The area is inhabited by different tribes consisting of Thadou, Paite, Zou, Vaiphei, Simte, Mizo and Hmar. They live together in harmony and peace in all the past years.

To the utter dismay of the people of the Saikot TD Block, the Manipur State Government Cabinet meeting on 29^th October, 2011, decided to upgrade the Tuibuong and Sangaikot TD Blocks into a full fledged Sub-Division Circle, while the Saikot TD Block was left with the status quo. The Saikot Sub Division Demand Committee has submitted the 1^st Memorandum to Hon’ble Chief Minister on the 23^rd November, 2011 for demanding upgradation of Saikot TD Block to the level of Sub-Division Circle. The 2^nd Memorandum also had been submitted again on 5^th December, 2011. But the Government of Manipur turned preferred to deaf ear to the legitimate request of the public.

As already mentioned in the above Memorandum submitted, the Cabinet meeting was held on October 29^th, 2011, the Government of Manipur had taken decision to upgrade some TD Blocks like Tuibuong and Sangaikot to the status of Sub Division Circles within Churachandpur District. These TD Blocks were created along with Saikot TD Block by the same orders bearing No. 15/11/2003- DEV (P) dated Imphal, the 24^th December, 2003 of the Governor of Manipur.

While the people of Saikot TD Block are waiting for upgradation with full confidence in the State Government as well as in the Hon’ble Minister representing the people of the Saikot Assembly Constituency, Saikot TD Block was left out in the process of upgradation of TD Blocks to the status of Sub Division circles. Why was our Hon’ble Chief Minister blind to see the needs of the people in Saikot TD Block? Or whether our Hon’ble Minister representing the people in Saikot Assembly Constituency was conveniently sleeping during the process of upgradation? The Proverb says, “A living dog is better than a dead lion” even if our Hon’ble Chief Minister plays the part of a dead lion the people hope and wish that our respected Minister who is no other than our representative would be a living dog to do the needful. The general publics have full confidence in him and it is expected of him to pursue the matter in the interest of the general public. Now it is the demand of the people within Saikot TD Block to upgrade to the status of Sub-Division Circle like that of Tuibuong and Sangaikot TD Blocks before 18^th December, 2011 definitely. The movement also received the support of the Mizo People's Convention, Manipur, Hmar Inpui, Gen. Hqs., Zomi Council, Gen. Hqs. and other civil societies have given their tacit support in writing.

Another danger is the persistence of inequality. This inequality does not augur well for the integrity and goodwill towards the State. This inequality is clearly seen in the process of upgradation of Tuibuong and Sangaikot TD Blocks to the status of Sub-Division Circles. This unequal treatment meted out towards the Saikot TD Block is no other than inequality which hinders regional integrity in Churachandpur District. There are six Assembly Constituencies in Churachandpur District viz., (1) Singat (2) Tipaimukh (3) Henglep (4) Chuarchandpur (5) Thanlon and (6) Saikot. It may be mentioned that all the other five Constituencies are upgraded to the status of the Sub-Division Circles except for the Saikot TD Block which was ignored by the Sate Government. This is a painful experience and an insult to the aspirations of the people in Saikot TD Block.

The inequal and step-motherly treatment meted out to the people in Saikot TD Block by the State Government towards the law abiding subjects is now being perceived as undue provocation. The people of Saikot TD Block are united in the pursuit of the legitimate civil and political rights under legal framework of Indian Constitution and will continue to do so until and unless the demand of is achieved. We make our stand clear that if we do not receive the same treatment from the State Government and the status of inequality continues, then we will be left with no option but to adopt more serious forms of agitation like bandhs, strike, etc. The SSDC do not want to create hardship to the common people and resort to civilised and peaceful submission of Memorandum to achieve the desired results. Agitation against the State Government's discriminatory policies will be the last resort.

Hence, we appeal to our Hon’ble Chief Minister to immediately to upgrade Saikot TD Block to the status of Sub-Division Circle like that of Tuibuong and Sangaikot TD Blocks as Christmas Gift. We would like our demands to be met definitely within 18^th December, 2011. Failing which, we have decided to call a total bandh of Churachandpur District from 6.00Am, 19th December indefinitely.

This Bandh shall not include medical, electricity, press-media, water supply and education departments.

The Committee therefore requested all to kindly support the Bandh for the noble cause demand thereof. It our demand is still not met, we cannot rule out of boycotting the coming State Assembly Election next years!

Therefore, the SSDDC would like to request the people of Churachandpur to support us in our noble cause for the interest of the public! Thank You!

How the Saikot TD Block was created: The present Saikot Tribal Development Block was created by the government of Manipur by Gazette Order No. 15/11/2003 DEV-P, dated 24^th December, 2003 by the Secretary of RD & PR, Government of Manipur in accordance with the order of the Government of Manipur.

The meeting was also attend by Mr TN Haokip, the then Assembly Speaker, Manipur Legislative Assembly, Mr Loken Singh, Minister (RD), and Mr Ngamthang Haokip, Minister, TD, Government of Manipur.

The Present Saikot TD Block: According to Hill House counting 2010-11, here are 39 villages within the Block with 3222 households and a population of 19, 256. Importan places like the ITI, Government high school, hospital/PHC, etc are within the Saikot TD Block. It is one of the 6 Assemby Constituencies in Churachandpur district which have it’s A/C name. Various tribes like the Hmars, Mizo, Paite, Kuki, Zou, Simte and Vaiphei co-exists peacefully but are now left with deep grievances and sadness.

Our Grievances and Apprehension: The Cabinet Meeting on October 29, 2011 have decided to up-grade the Tuibuong and Sangaikot TD Block to the level of SDO Circle and the same item was published in the Sangai Express daily on the 30^th October, 2011. When the people of Saikot TD Block heard the news, they were shock, grieved and felt helpless and betrayed by their own MLA.

In Churachandpur district there are 6 Assembly Constituencies, and these A/C have a Sub Division of their name each; namely, Churachandpur SD, Singngat SD, Tipaimukh SD, Thanlon SD, Henglep SD, Except – Saikot A/C! Why? The Saikot Assembly Constituency was created in 1974 and till date is still neglected, why? This ought to make one wonder why these types of discrimination and biased outlook towards a particular A/C? Who is responsible for it?

Why cannot Saikot also have a Sub-Division by its name? What makes it unfit? Discrimination attitude? Population? The People? Or the name? The people could not but wonder and ask in pain, why?

Memorandum Submitted: In regards to this matters, the first Memorandum to the Chief Minister of Manipur was submitted on the 23rd November, 2011 by the SD Demand Committee chairman MR Timothy Z. Zote, Mr David L. Lungtau, Muolvaiphei accompanied by the concern MDC Mr Hrila.

Before meeting the Chief Minister, the delegates meet the concern minister Mr TN Haokip at his office and said, “Sir, are very grateful for the creation of the three new Sub Divisions, namely Tuibuong SD, Sangaikot SD and Vangai SD by the State Cabinet Meeting resolution dated 29^th October, 2011. In the meantime, Saikot TD Block was left out and the people would like to know why? So, in order to press our needs and grievances, we have decided to submit a Memorandum to he Chief Minister regarding the matter, and sir, would you please kindly forward the Memorandum for us to the Hon’ble Chief Minister?”

Mr TN Haokip replied, “Sorry for this time, I cannot help you. Tuibuong is my constituency which have help me in the election, and since it is a ‘give and take policy’, I cannot help you,” The delegates were dump found! The delegate replied, “We are also your constituency and are you trying to discriminate us? Is it provided or mentioned in the Constitution of India that a minister shall not endow or help to develop his/her constituency if the constituency or area does not belong to the Party? IS it written that the Congress should give developmental opportunities only to those who vote Congress?”

Mr TN Haokip replied, “Saikot has a less population than Tuibuong,” Here the delegate point out that, even lesser population like Vangai also have been up-grade and why not Saikot?” At this, the minster responded, “I don’t like to quarrel. That’s enough for today,” and so by saying this, he threw the Memorandum handed over to him at the mail box and left the room! He did not even glance at the Memorandum copy! We are not mentioning all these in order to demean or tarnish Mr TN Haokip; we are just expressing our concern to him because he is like the Father to our constituency – Saikot A/C.

2^nd Memorandum: For the second time, the Second Memorandum to the Chief Minister was again submitted through the concern MLA Mr TN Haokip on 5^th December, 2011. The delegate consists of Mr Thangsei, Chief of Tonjang and Executive Committee Member, Mr R. Lalkaisang, Secretary and Mr Timothy Z Zote, Chairman of the SSDDC. Mr TN Haokip, this time, glance at the Memorandum and giving it to Mr Khaipao, MDC of Kholmun, he said, “Discuss it with Mr Nehthang, MDC, Mr Ngamhao, MDC and Mr Hrila, MDC in Churachandpur.”

Other Communities’ Support: Even other communities in Churachandpur district like the Zomi Council HQ, Hmar Inpui HQ and the Mizo People Convention, Manipur declared of their support for the creation of the Saikot Sub Division – in written. We, at the same time, request all concern not take the matter as a communal or election matter, it is purely official matter.

Indefinite Bandh: Since the gentlemen approach of the Committee to the State Government has fallen to deaf ear, and despite repeated reminders there is no such action initiated, the SSDDC in its meeting resolution No.9 held on the 14^th December, 2011 has resolve to organize a Indefinite Bandh in Churachandpur from 6:00am of the 19^th of December, 2011 if the government does not response to Its demand by 18^th December, 2011. This Bandh shall not include medical, electricity, press-media, water supply and education departments.

The Committee therefore requested all to kindly support the Bandh for the noble cause demand thereof. It our demand is still not met, we cannot rule out of boycotting the coming State Assemby Election next years!

Therefore, the SSDDC would like to request the people of Churachandpur to support us in our noble cause for the interest of the public! Thank You!

Saikot Sub - Division Demand Committee (SSDDC)

Rengkai: The Joint Action Committee on Saikot sensing foul play in the upgradation of several blocks in Churachandpur District to sub-divisions has  also demanded a full flagged Sub-Division  status for Saikot.

 

On Monday, the Saikot Sub-Division Demand Committee JAC submitted a second memorandum to the Chief Minister of Manipur highlighting its demands.

 

“The Cabinet meeting held on October 29, 2011, the Government of Manipur (GoM) had taken a cabinet decision to upgrade some TD Blocks such as Tuibuong T.D Block and Sangaikot T.D Blocks to the Status of Sub-Division (SDO) circles in Churachandpur District. These upgraded T.D Blocks were created along with Saikot TD Block by Order No. 15/11/2003-DEV (P), dated Imphal, the 24th December, 2003 of the Governor of Manipur. Unfortunately, for reasons beyond our comprehension, Saikot TD Block has been left out in the process of upgradation, for which we are deeply shocked and disturbed. We feel that Saikot TD Block has been shown step-motherly treatment even though Saikot TD Block by all accounts is the most deserving Block worthy of elevation to SDO circle,” the JAC said in a press statement.

 

Speaking to Inpui.com Saikot Sub-Division Demand Committee (SSDC) Chairman Timothy Z. Hmar said: “We don't understand why the government is treating Saikot constituency like this. It should have gone by the rule book. We’ll continue to oppose this kind of unequal treatment.”

 

Earlier, the  SSDC had submitted a memorandum asking Chief Minister Ibobi Singh to intervene.

Block to sub Division level, we the under signed have the honour to invite and plead your popular Government for immediate consideration of the demand that have been blessed for the second time .

 

To make it known constitutional and considerable a support of letters from various respectful communities is being attached here as per (Annexure –I,II,III,IV and V) references, in which the various leaders of communities states the genuinety for upgradation of the Saikot T.D.Block in Sub Division level and also for the reason that follows:

 

1. And that, we consider this kind of step-motherly treatment given to the people of Saikot T.D Block unjustifiable and we feel that the Government of Manipur (GoM) is promoting the policies of exclusion to the people of Saikot T.D Block. The people of Saikot T.D Block have seriously heard the message of the Government of Manipur (GoM) that we are being denied Justice: economic, social and political.

3. That, Saikot T.D Block has a population of 19,256 consisting of 3,222 households and with 39 villages is a strategic location with some important Government Offices and institutions such as Primary Health Centre, Nursing Training Centre, Industrial Training Institute (ITI), Government High Schools, fairly developed State Highway (Sugnu Road) and Public transports, post offices with speed post and Saving Account facilities. Saikot T.D Block is also agriculturally a self-sustained economy with many other added advantages because of its strategic location and inner strength. We are fully confident that, if objectively assessed, Saikot TD Block will meet the requirements for elevating TD Block to SDO circle.

Our fervent request to you is that the Government of Manipur (GoM) should re-examine the genuine case of Saikot T.D Block with sincerity and for the interest of all and in the greater interest of the people of Saikot T.D Block. We earnestly pray and trust that you will look into our grievances favourably and to reconsider our case and take immediate action to upgrade Saikot T.D Block into Sub-Divisional Status (SDO) for the larger interest of the people of Saikot T. Hmar Students’ Association, established in 1939 is one of the oldest tribe-based student organisations of Northeast India. It has its headquarter in Rengkai, Churachandpur, Manipur and Joint Headquarters in Aizawl, Kolasib and Sinlung Hills in Mizoram, Halflong, Barak Valley and Guwahati in Assam, Shillong in Meghalaya as well as Delhi. Besides that, it also have Branches in Pune, Kolkata, Bangalore and Silchar.
The main area of activity of the organisation is students’ welfare as well as other community related issues except election related political issue.

The Program

Though the organisation is now 72 years old, the proposed General Assembly will be the 53rd of its kind and the 2nd time the state of Mizoram will host. A minimum 1500 delegates both within and outside Mizoram are expected to attend the 3 days programme. Ruonglevaisuo (Tipaimukh), the confluence of river Tuivai and Tuiruong (Barak) is located some 15 kilometers away from Sakawrdai village. This particular spot has great significance for Unau-Suopui tribes that includes Kom, Koireng, Chiru, Aimol, Chothe tribes of Manipur, Bawm, Darlong, Hrangkhol, Sakechep tribes of Assam and Meghlalaya as history proves that these tribes separated from its other some 400 years ago to live in the area of their present settlement. For these tribes, Ruonglevaisuo has so much significance and is many times compared as Ganga is to the Hindus and Thames to the French. To come and be a part of this function will definitely be once in a life time opportunity for them.

Sakawrdai – the venue

Sakawrdai is a Sub- Divisional Headquarter of Mizoram and the Headquarters of Sinlung Hills Development Council. The village is some 6 hours drive from Aizawl on National Highway No. 153 except some 6 kilometers. The village has a household of 600 in number. Besides the office of the SDO, Police Station manned by SDPO, PWD under Junior Engineer and Community Health Centre is in the village. A well maintained Guest House under Tourism Department and Circuit House under GAD of Mizoram state is also in Sakawrdai.

Saikot: A memorandum demanding the upgradation of Saikot TD Block into a full fledged Sub-Division has been submitted to Manipur Chief Minister Ibobi Singh.

Sinlung: The Hmar Peoples' Convention (D) rebel leadership has "impeached" it president and founder Pu Lalhmingthang Sanate for allegedly going against the group's interests and "aspirations of the Hmar people".

 

The announcement was made in a statement issued to media houses on September 30.

 

"The Executive Council of the Hmar People's Convention (Democratic) in its Emergency Meeting held on 29th September, 2011 collectively resolved and impeached Pu Lalhmingthang Sanate from the Party as well as his designation as President of the Party," the HPC(D) statement said.

 

Pu Sanate is accused of signing a deal with the Kuki militant forum called Kuni National Organisation "without" taking into confidence the rebel outfit's council members.

 

"Pu Sanate has severely failed to represent and uphold the interest of the Party and the aspiration of the Hmar peoples. After having convinced that the narrow selfish interest pursued by Pu Lalhmingthang Sanate stands against the Hmar People's Convention (Democratic) and the Hmar People that it represents, the Executive Council of the Hmar People's Convention (Democratic) is compelled to impeach him....  Pu Lalhmingthang Sanate, without even informing and consulting the Executive Committee of the Hmar People's Convention (Democratic) signed the "DEED OF AGREEMENT" and merged the Hmar People's Convention (Democratic) as a member of the Kuki National Organisation (KNO). The Hmar People's Convention (Democratic) hereby declares that the "DEED OF AGREEMENT" signed by Pu Lalhmingthang Sanate is null and void," the statement added.

 

However, informed sources said that Pu Sanate who has been at the helm of the Hmar insurgent group is unlikely to "unseated". "He has got his own followers and we are still hoping for some reconciliation," said the trusted source.

The Hmar People's Convention (Democratic) believes that with this necessary reformation the Party and its vision will be put in the right direction. The Hmar People's Convention (Democratic) sincerely request the Hmar people to continue to pray for us and the goal that we collectively aspire for.

From this day Pu Lalhmingthang Sanate should not take the name of Hmar or the Hmar People's Convention(Democratic) for any purpose. In the interest of the party that it represents and in the larger interest of peace, security and understanding, Pu Lalhmingthang Sanate must accept his serious mistake and his impeachment.
