Pherzawl (INPUI): Pherzawl District was inaugurated yesterday by Manipur chief minister Pu Ibobi Singh in the presence of Hill Areas Committee chairman and MLA Pu Chaltonlien Amo.

Ibobi arrived at Pherzawl in a helicopter and was welcomed by the new Deputy Commissioner and Hmar community leaders. "Pherzawl District will be an example for development and I wish every effort is made from officials and the locals to make it a success story," Ibobi said.

Cultural dances were also exhibited for the guests and the public.

Speaking on the occasion, an emotional Pu Amo said the newly created district "is way beyond the expectations of our people" and that it is the "duty of everyone to ensure it functions properly."

The event was also attended by Hmar community leaders besides members of the Pherzawl District Demand Committee.

The creation of 7 new districts in Manipur vide Order No. 25/6/2010-IAS/DP, 8th December 2016 issued by Office of the Governor, Government of Manipur and the same published in Manipur Gazette (Extraordinary), No. 16/20/2016-R, 8th December 2016 is, no doubt, met with mixed response by the people of Manipur. While some section of the people view the order with apprehension and in some areas, even with hostility, the Hmar Inpui, on behalf of its people, have nothing but appreciation and rejuvenated hopes at the creation of Pherzawl district. We convey our profoundest gratitude to members of Pherzawl District Demand Committee- both past and present, Shri Okram Ibobi, Hon’ble Chief Minister, Government of Manipur and Dr. Chaltonlien Amo, Hon’ble Chairman of Hill Area Committee, Government of Manipur and Member of Legislative Assembly, Tipaimukh A/C and all those who have been instrumental.

The Hmar Inpui is confident that this step will be a harbinger of a brighter future in all walks of life; a catalyst for a more vibrant, encouraged, participative and active populace. While pained and hurt at the anathema and reluctance of certain communities to be a part of the new district for reasons best known to them, it is the fervent hope of the Hmar Inpui that the diverse communities of Pherzawl district come together to set a standard in tribal unity, peaceful co-existence and collaboration; to set an example of a harmonic humanity that most tribals in Manipur and elsewhere are yearning for. For this, the Hmar Inpui pledges our full collective support and assistance and urges all so that Pherzawl district is a haven for all- irrespective of tribe, community or religion.

Dec 13: Ngurrivung Hmar, a young politician who changed the way politicians campaign during the 2012 Manipur Assembly, has welcomed the creation of Pherzawl District.

"I'm sincerely happy about the creation of Pherzawl District. It is one among the many steps on the path towards development," he said while expressing his wish that the newly created revenue district will become a blessing for all.

He, however, said that "many more needs to be done" in order to bring development to the remote administrative unit.

Ngurrivung who recently toured Tipaimukh constituency also reminded the people about the importance of God-fearing and dedicated people to "lead/work" for real change in the region.

One of the most important and notable developments in the field of education among the Hmar people as well as the whole district of Churachandpur after Indian independence was the establishment of Pherzawl High School in the year 1951. It was incidentally, the first High School ever established in the entire hill district of Manipur. The formal government recognition with a grant-in-aid of  Rupees Ten Thousand however, came later in the year 1954, the same year the school produced its first matriculate. 

As for government recognized High School in the hill district of Manipur, Ukhrul High School may be counted as the first as it got converted into government High School with effect from 4th March 1952. Mao Maram High School also got a sort of government recognition by getting Grant-in-aid in the year 1951-52. The first full-fledged government High School in the district of Churachandpur is the Churachandpur High School in the year 1958, which was a grant-in-aid school till that conversion.

The Pherzawl High School, with the ever willing support of the then village chief Dolur and his subject and, under the efficient guidance of its Headmaster, Mr. H. Thanglora, made a rapid progress and gained popularity not only among the people of the district within a short period. Students came to this school from as far as Mizoram and Assam. As stated above, Pherzawl High School produced its first batch of matriculates in the year 1954 and created a history of its own by producing a record 100% pass percentage in the year 1956.

The Pherzawl High School continued to make a good impression for some more years. However, to the misfortune of the people of the whole district, Mr. Thanglora, the founding father of the school and the first Headmaster was appointed as Block Development Officer by the government of Manipur. New headmasters came and went after Thanglora, but it was difficult to fill the vacuum created by him. The school was finally absorbed by the government of Manipur on November 1, 1969 along with eight other High School of the district. 

However, this absorption in one way was also unexpectedly contributing to the downfall and deterioration of the school. Lalhmangpui Fimate, the incumbent Headmaster as well as the chief of Pherzawl village laments -
“After the school was absorbed by the Govt. of Manipur in 1969, recruitment of teaching staff and appointment of headmasters and transfers were all under the will of the govt. While it was expected to be for the betterment of the school and the people, because of its remoteness the state govt. tend to neglect it in many ways. It seems that it is backtracking from thereon. Before they served for 2/3 months Headmasters got changed and transferred. There are also times when the government sent very impotent and unqualified teachers to the school. There are then some teachers who instead of sincerely working for the betterment of the school and the society are interested only in drawing their salary”. (PHS, 2000)

While the Pherzawl High School had a very successful HSLC record for the first two decades from its inception and was proudly claiming to have produced a number of distinguished men and women who came to occupy very high profile jobs, and leading successful careers for themselves.

As a matter of fact, not only the Pherzawl High School, but the whole Hmar tribe in Manipur had their best period educationally, socially and politically during the period Pherzawl High School was at its peak. The people of Pherzawl village used to recall that for a period of about Five years not a single marriage took place in a village of 1000 people as the youth so much enjoyed their life and are reluctant to enter the stage of marriage life.  However, that good period soon was over and if the result of PHS in HSLC exam in the recent years was to be used as one of the measuring rods of development and progress of the villager in particular and the tribe in general, there is little to be proud of. In fact the result of PHS for 1992-2002 is not only discouraging but also very sad and pitiful.

Aizawl, December 12: Reports received from Aizawl and social media said that Hmar Peoples’ Convention (D) ‘army chief’ Pu Lalropui Famhoite has been released on bail earlier today.

“He was released from the Aizawl Central Jail at 5 pm,” the reports said.

Details of the bail and Mizoram government’s reactions are not yet available.

Pu Lalropui was arrested on April 16, 2015, along with suspected members of the rebel outfit which is demanding an autonomous district council for the Hmars in eastern Mizoram.

The Government of Manipur led by Chief Minister O Ibobi Singh on December 8, 2016, announced the creation of 7 new revenue districts by bifurcating the existing 9 districts of the state. The new revenue districts are Pherzawl, Kangpokpi, Tengnoupal Noney, Kamjong, Jiribam and Kakching, according to a statement released by the cabinet secretariat.

While the announcement came as a pleasant surprise, the motive is also being questioned in some quarters as it came at a time when the turmoil in the hill areas over the "anti-tribal bill" issue remains unsolved. There will be many valid questions the government must address.

However, we at Inpui.com sees the addition of 7 new districts as a welcome gesture by the government to do something about the remote areas like Tipaimukh and Thanlon sub-divisions that are lacking behind in terms of development.

We specifically want to thank the government for accepting Pherzawl as one of the new district headquarters. Our appreciation also goes to all those who worked hard for the creation of Pherzawl District. We hope and pray that the administrative offices will soon become functional at the earliest.

Hmar Martyrs’ Trophy Ogranising Board

 Introduction: The Hmars are indigenous tribe among the scheduled tribe recognised by the Constitution of India in 1951. Their culture, folklore and way of living shows that they have an unique identity since time immemorial. Their geographical inhabitant covers mainly the North Eastern region of India. The Hmars are hard working and peace loving people who contributed their talents and man power resources through various discipline viz Civil, Police, Foreign Services and Central secretariat of India. There are innumerable numbers of the Hmars who are faithfully contributed their services in almost all the state government services of India as well as in multinational company.

Hmar Martyrs’ Day (16th May):  Inspite of the Hmar people contribution, the government of India as well as government of North Eastern states are reluctant to redress the grievances of the Hmar who are totally neglected of infrastructure development in their areas. Anyone could understand this fact if they happen to travel the Hmar areas in the north eastern region of India. After repeated appeal, prayers and democratic protest made by various civil organizations, more subjugation and suppression of their rights and dues are the only replied they got. This led to more intense agitation by way of taking local made arms to defend them self. Rather than understanding the plight of the Hmars, they are tagging as an arms group who are indulge in illegal activist against the state government especially in Mizoram, Manipur and Assam. This led to the lost of many innocent lives of the Hmars in their movement to uplift their society and dominated areas. Fortunately, due to the intervention of the Central government, Suspension of Operation (SoO) had been signed with the State government which resulted to lower rate of violence and lost of innocent lives. But neither amicable solution nor infrastructure development has been implemented especially in the Hmar areas till date. It is a hope for the Hmars that this step motherly treatment made by various state governments of the North Eastern States of India be a thing of the past at the earliest.

Hmar Martyrs’ Trophy Ogranising Board (HMARTOB):  In order to find an amicable solution of the Hmar Movement, the Hmar Inpui (Hmar Supreme House) consisting of 9 Hmar active organization affiliated to the HMAR INPUI viz. Hmar Youth Association (HYA), Hmar Students Association (HSA), Hmar Women Association (HWA), Hmar Artist Association (HAA), Hmar Christian Leaders Forum (HCLF), Hmar Literature Society (HLS), Hmar Art & Culture (HAC), Hmar Peoples Convention(Democratic)-(HPCD), Hmar National Union (HNU) set up a committee named HMARTOB to mark and show respect to the departed souls of the Hmars who laid down their lives for the upliftment of the Hmar society . In connection with this, 16th May of every year is celebrated as HMAR MARTYRS’ DAY.

In order to find more democratic way of movement as well as to inculcate a healthy environment among the new generation, the HMARTOB organized STATE LEVEL HMAR MARTYRS’ FOOTBALL TOURNAMENT at Saikawt Playground, Churachandpur since 2003. Marathon race, shot-put and various indigenous games are also included in the discipline of the games.  In this year 2016, the 13th STATE LELVEL HMAR MARTYRS’ FOOTBALL TOURNAMENT league match opening day was kick-off on the 12th April, 2016 and the grand final match will be play on the 16th May, 2016. The tournament is register and recognised by the Churachandpur District Sports Association (CDSA), Churachandpur District, Manipur. 32 clubs from the North East States were participated in this tournament and watch by more than 10000 fans every day. It is expected that more than 20000 will watch the grand finale which falls on the 16th May, 2016 at Saikawt Playground, Churachandpur, Manipur. Group Cultural Dance consisting of 500 dancers, various top Artiste from various communities will enthrall the gathering, Marathon race and final match of indigenous games will also be an entertaining part on this day.

Rengkai (Inpui): The Hmar tribe slammed the Manipur government and Manipur University for failing to address the concerns of the tribal students over the quota issue which affects not just the community but the entire tribal population in the state.

In a statement released on Tuesday, the Hmar Inpui, which is apex body of the Hmars, said that it was appalled by the attitude of the state government and the university officials.

"The pathetic attitude of the University authorities and the devisive declaration of the MU VC in-charge Professor Amar Yumnam that the reservation norms chosen by the Academic Council meeting on October 8 would be followed in Manipur University for the academic session 2016-17 which is in direct contravention to the Central Government directive has made an already fragile situation worse," the organization said.

The university's Academic Council had decided to cut the tribal students' quota from 31% to 7.4% from the 2017.

The Hmar Inpui (Hmar Supreme House), an apex body of all Hmar Civil Society and Community Based Organisations has been observing the current Scheduled Tribe (ST) Reservation issue in Manipur University hoping against hope that the University authority in collaboration with the Government will bring an amicable end to the impasse by following the Central Government and University Grants Commission directives to implement the CEI (Reservation in Admission) Amendment Act 2012. This hope has however been dashed by recent events, the latest being the violent suppression of agitating tribal students in front of the Manipur University (MU) gate on 24th October 2016 and the actions of the Vice-Chancellor (VC) in-charge.

The apathetic attitude of the University authorities and the derisive declaration of the MU VC in-charge Professor Amar Yumnam that the reservation norms chosen by the Academic Council meeting on October 8 would be followed in Manipur University for the academic session 2016-17 which is in direct contravention to the Central Government directive has made an already fragile situation worse. As if this was not enough, the order of the VC in-charge to go ahead with admission process for Academic Session 2016-17 from 24th of October without any resolution in the reservation impasse have no other interpretation other than being scornful to the legitimate demand of the tribal students.

The Hmar Inpui condemns in the strongest terms the attitude of not only the University authority but the behaviour of some of the state forces to insidiously instigate and coaxed the otherwise peaceful but emotionally charged agitators to committing certain ‘mistakes’ so as to warrant a violent suppression. It is most unfortunate that the State Police, meant to keep the peace, are now skilful emotional manipulators just so they can exhibit their marksmanship and using agitators to hone their shooting skills! Arbitrary and unwarranted subjugation of a democratic voice in exercise of a democratic rights has now become a trademark of the State Government and unfortunately copied by the unlikeliest institution- A Central University which is supposed to be a centre of positive learning and the centre-point for imbibing democratic and responsible governance.

The Hmar Inpui strongly question why the state government and Manipur University authorities are so hell-bent in avoiding amicable negotiations and dialogues with agitators- past and present but at the same time so keen in the deaths of peaceful dialogues and negotiations.

There have been numerous debates on why the hills and valleys should not be separated or vice-versa. There have been countless seminars, consultations, conferences, workshops, et al discussing why Manipur is afflicted with inter-ethnic trust deficits. Why should there not be an acute trust deficit? Why should the tribal students of Manipur not be apprehensive about the intent and intention of the Manipur University authorities when they are deprived of even our legally sanctioned basic rights to free and fair education? When even such basic rights are blatantly hijacked, then it is no wonder that the state is inundated with tensions, mistrusts, fights, highly controversial Bills and Acts that infringe upon the rights of the tribal people both covertly and overtly. When justice cannot be served to just a few, justice served to the whole is just another harsh belie.

When certain radical sections of the University, probably influenced by some clandestine agendas, dares to dare the directive of the Central Government or the legal rights of a certain section of the people with impunity, it is no wonder the State is in this self-created predicament. For the shallow, short-sighted and selfish actions of a few individuals, it appears Manipur and its beautiful peoples are doomed to live a life of strife, distrust and painful separations.

The Hmar Inpui has seen through the devious plans and intentions of the University authorities with perhaps the tacit support of some communal groups and individuals. As such, we fully support the current movement spearheaded by the All Tribal Students’ Union Manipur (ATSUM) and its constituent members. For the sake of all, the Hmar Inpui also appeals to all that this movement and its support for it are never with a communal intent but rather for stronger distributive justice, equality and democratic principles. We also appeal to the Manipur University authorities to come to their senses and take positive steps urgently to avoid any further unfortunate incidences. Let them remember that their stubborn short-sighted and selfish actions have done enough harm and will likely do more irreparable harm to the tribes per se and to the people of Manipur in general.

NOTES OF DENUNCIATION

In view of the recent incidents that took place within our very own District - Churachandpur. The HSA CCPur Joint Hqtrs. condemn the inhuman act of kidnapping three Elcism High School students by unknown miscreants on the 13th of October, 2016. The HSA is dismayed to learn that this kind of uncivilized behaviour is still to be found in the heart of the District.

The organisation also condemns in the strongest  terms the raping of a minor girl on the 15th of October, 2016 within the town area  of CCPur District.

The Hmar Students' Association, CCPur Joint Hqtrs.requests the law enforcing agencies and the District administration to tigthten security measures in and around town and to keep a close vigil on the innocent citizens of the District.

The concerned authority should give a befitting punishment to the culprits so as to ensure that this kind of cruel and inhumane act will not be repeated ever again by whosoever in the future.

Saikot, October 16,2016: The Saikot Sub-Division Demand Committee (SDDC) has called for total bandh in Tuithaphai valley (Churachandpur town) on October 19 from 6 am to  5 pm after the Manipur government “failed” to appoint and depute SDO staff to their place of posting.

In a statement, the SSDC said that they had submitted their demand for a full-fledged SDO in Saikot to the state government on September 23 through the Deputy Commissioner of Churachandpur.

“We informed the government our sincere demand through the DC of Churachandpur District and in that letter we mentioned that unless the it fails to act on it by October 15, 2016, we would be left with no choice but to start an agitation. The government did not even reply our letter where we expressed our genuine demands,” SSDC chairman Timothy Z. Zote and SSDC secretary R. Lalkaisanga said in a statement.

 The group said that since the government “failed to our demands seriously we felt the it is only interested in vote bank politics.”

“Many in the public are also asking whether we are  no longer part of Manipur state to deserve such treatment. As a result, the SSDC is calling for total shut down in Churachandpur town on October 19 starting from 6 to 5 pm,” the leaders said.

The group also appealed to the general public to cooperate during the agitation. “We appeal to everyone to cooperate with us to avoid any untoward incidents especially from our volunteers. Those having vehicles are also requested to respect the bandh and if any incident happens it should not be taken as communal by anyone,” the SSDC said, adding that it has instructed activists to strictly impose the strike.

“The public must be ready to meet any consequences from the state machinery as the government’s attitude shows it never cared about our development and welfare,” they added.

The SSDC’s agitation programme has been endorsed the leadership of major communities like the Kuki Inpi, Zomi Council, Hmar Inpui, Vaiphei Peoples Council, Mizo People Convention and the Hmar National Union. “Student organisations are also lending their moral support to our movement,” the group said.

The SDDC also said that the agitation is non-communal and it is for the “benefit of everyone” in Churachandpur District. “Our demand is for development of the area and not for any specific community. As such, we are getting massive support from community leaders and we expect the public to enforce the bunch effectively,” the SSDC statement added. Churachandpur township (also called Tuithaphai) is inhabited by the Zo tribes like Paite, Hmar, Lushai-Mizo, Vaiphei, Simte, Gangte, Kuki,  Zou and other smaller communities.

The press, water supply,electricity,medical, religious activities, airport drop & pick along with students’ transportation would be left out of the bandh.

“However, those schools within Saikot SDO area would be closed indefinitely from October 19. And if the government thinks that we are not serious, we are ready to even go on hunger strike, and boycotting of the upcoming election,”  the SSDC leaders said.

Saikot: The Saikot Sub-Division Demand Committee (SSDC) has reiterated that its planned agitation beginning October 15 stands, unless the Manipur government fulfilled its demands with respect to a full-fledged Saikot Sub-Division Office with required staff strength.

The resolution to go ahead with agitation was taken during a meeting at the Saikot Youth Club Hall on October 8, 2016.

“About 1000 people and representatives from VAs, HSA, HYA, HWA, YMA, MZP, MWA, Val Upa, SDP le SLA took part in the public meeting,” SSDC chairman Timothy Z. Zote said in a statement.

It may be noted that the SSDC had submitted a memorandum to the Chief Minister of Manipur on September 23, 2016 via the Deputy Commissioner of  Churachandpur demanding a “full-fledged Saikot Sub-Divisional Office” with all departments and posting of staff.

The leaders also said that they are planning to hold a press event at the state capital in Imphal and if the “need arise, we are ready to approach the Central government.”

The SSDC is keeping options open on its agitation list. The group said they may go for:

(1) Total bandh in Churachandpur
(2) Boycott of Assembly Election
(3) Hunger strike
(4) Sit-in protest
(5) Closure of educational institutions under Saikot Sub-Division.

“We appeal to the people of Tuithaphai valley to share our demands for development. As such we seek your moral support to make this agitation a success,” the committee added.

The committee also said its agitation plans has been endorsed by major tribe councils like the Kuki Inpi, Zomi Council, Hmar Inpui, Mizo People Convention and Vaiphei People’s Council.

The peace deal could be even better than autonomous district council, says HPC-D delegate 


Aizawl, PTI: The Mizoram government on Wednesday held second round of peace talks with its only rebel outfit - the Hmar People's Convention (Democratic) - here in the state capital.

A senior government official who was involved in the talks said both sides were optimistic that the final outcome of the parleys will be positive.

"The talks were held under conducive atmosphere and mutual trust," Additional Secretary of the state home department Lalbiakzama, who headed the four-member state government delegation said.

"We discussed several important issues, especially the functioning of the Sinlung Hills Development Council (SHDC)," Lalbiakzama said.


The SHDC was constituted in accordance with the accord signed between the state government and the erstwhile HPC militants in 1994. HPC(D) was formed by former underground elements who did not accept the agreement and they are demanding a Hmar Autonomous District Council under the 6th Schedule of the Constitution.

While the four-member state government delegation led by Lalbiakzama comprised Joint Secretary for home Lalhriatpuia, SP, CID (SB) Rodingliana Chawngthu and OSD (Home) David H Lalthangliana, the HPC(D) delegation was led by Lalthalien, an Imphal-based prominent church leader.

Lalthalien had earlier told PTI the talks would mainly centre around the demands of the Hmar militant outfit seeking greater autonomy and more power to the Sinlung Hills Development Council (SHDC).

"Both sides would deliberate on making the SHDC better suited for the people of the area, may be even better than an autonomous district council under the sixth schedule of the Constitution," he said.

Oct 6, 2016: The Tuivai Bridge which connects Manipur and Mizoram near Ruonglevaisuo (Tipaimukh) will soon be rebuilt, according to Inpui sources.

The bridge which was washed away by strong water currents over two decades ago was the “lifeline of the Hmar community” living in the border areas. The Mizoram-Assam border region has been totally neglected by the concerned states and people are demanding various development projects since the early 1990s. 

The estimated cost of building the bridge is Rs. 6,11,35,000.

“Union Ministry of Road Transport and Highways has issued direction to the concerned authorities to immediately begin work on reconstruction of the Tuivai Bridge on National Highway-150 (Now renamed as NH-2),” said Hmar community leaders in a joint press statement.

The issue was brought before the Central government by the Hmarram Kohran Inzawmkhawmpawl (HKI) and the Barak Valley Hmar People Bharatya Janata Party.

“The community leaders submitted their request to Union Minister for Road Transport Nitin Jairam Gadkari on August 6, 2016 and he immediately instructed officials to pursue the matter on a priority basis,” they said.

As a result, despite some “opposition” from the Chief Engineer, PWD (Highway), Mizoram, and the Mizoram government, they finally issued a statement to commence work on the bridge. 

It is not yet clear as to when the ground work will actually begin.

Rengkai (Inpui): The Hmar Students' Association has condemned the assault on Mr Issac Nungate of Sielmat by unidentified miscreants near Bata Store in Churachandpur on the night of October 2.

Mr Nungate was allegedly beaten brutally by a group of about 20 people who asked him to speak in a particular language.

Witnesses said that he somehow managed to flee from the spot and reach Sielmat where he collapsed. Mr Nungate was rushed to Churachandpur Civil Hospital and then moved to Imphal for further treatment on recommendation of doctors as the student had a head injury.

According to a copy of the letter accessed by Inpui.com, the group urged the Central government to immediately take up the issue so that the washed away Bailey Bridge over Tuivai river be rebuilt.

Sir,

As you are fully aware that the erstwhile Nation Highway-150 that connects the state of Manipur and Mizoram have a bridge over River Tuivai at Tipaimukh which was constructed more than twenty years ago which have been washed away. This was, perhaps, due to Clod burst causing landslide and mud-slide that washed away the said Bridge. The absence of strategic bridge caused immeasurable hardship to the Hmar community Living in the adjoining area of Mizoram and Manipur.

The delay in re-construction of the said bailey Bridge over river Tuivai at Tipaimukh retarded the place of development of the area heavily and causing hardship and impeding all round development of the area. With reason best known to the concerned authority the Highway is re-named as National Highway-02 with no worth with improvement and leaving the most Bailey bridge still not re-constructed.

Portion of the Highway that lies within the jurisdiction of the state of Mizoram have been maintained and the people of Mizoram are enjoying the benefits of this particular National Highway in spite of the road yet to cross Tuvai River to go to Manipur.

On the Manipur sate side the last portion, say about 100kms in length is in need of urgent major repair. Unfortunately, the Government of Manipur an Agency for the Highway, have been a silent spectator, doing to little to relief of the plight of the people living in Tipaimukh Sub-Division area.

This Highway is main life line for the neglected masses of the remote corner of Churachandpur District, Manipur State. In spite of a number of representations by the people Tipaimukh Sub-Division yielded no result so far. The People lost hope now.

May we therefore request your good office to consider the urgent need of re-construction of Bailey Bridge over Tuvai River at Tipaimukh so that essential commodities may be transported to Tipaimukh Sub-Division from Mizoram state and vice versa. It is worth to mention that this particular Highway will be the shortest route between Imphal (Manipur state) and Aizawl (Mizoram state). That is to say the Distance on the existing state Highway that runs via Sinzawl would be shortened by at least 60 kms.

May I request your good office to start preparation of 2-laning of this particular Highway the benefits of which needs no further emphasis and to earnestly request to instruct concern authorities to immediately take up re-construction of Bailey bridge over river Tuivai at Tipaimukh.

Civilian representatives of the rebels for the second round of talks have been confirmed, according to informed sources.

The venue, however, has been changed from Chaltlang Tourist Lodge,
Aizawl to State Guest House, Aizawl.

Our sources tell us that the new schedule was sent to HPC-D officials in writing by the SP Office, CID (SB) Mizoram.

Aizawl: Just a few days before the next round of talks between the Mizoram government and Hmar People Convention-Democratic (HPC-D) which is scheduled to be held on October 4, the state government has reiterated that it is not possible for the government to concede to the demand of the Hmar outfit.

“Conceding of the demand for the creation of Autonomous District Council put forth by the HPC-D is impossible,” asserted Mizoram Home minister R. Lalzirliana.

The HPC (D) has been demanding a separate Autonomous District Council in the north eastern part of Mizoram under the Sixth Schedule of the Constitution of India and has been indulging in violent activities to press their demands from across the Manipur border.

The peace talks between Mizoram government and HPC (D) was resumed on August 10, three years after a stalemate in 2013. Earlier, both Mizoram government and the HPC (D) had made several efforts to find an amicable solution to the Hmar political imbroglio through negotiations and the last talks held in 2013 fizzled out due to disagreement over the period of extension of Suspension of Operation (SoO).

Saikot (Inpui.com): The Saikot Sub-Division Demand Committee, while thanking the Government of Manipur for upgrading the Saikot TD Block to a full-fledged Saikot SDO, has written to the Chief Minister of Manipur demanding a "fully functional SDO" with the required staff working in the office.

It may be recalled that Saikot TD Block was upgraded to full fledged SDO as per the Order published in the Gazette of Manipur on 2nd September, 2016.

Hon’ble Sir,

While welcoming your action in upgrading the Saikot TD Block to full fledged SDO status as per the Order published in the Gazette of Manipur on 2nd September, 2016, bearing No. 182 in continuation of the Government Order No. 30/3/2015-R, dated 29 August, 2016, We, the undersigned bring to your notice of the urgent need of proper functioning of the SDO Office.

Our request might seem insignificant in the light of so many pressures from all sides to deter from taking necessary action in regard to the expected functioning of the SDO Office at Saikot.

However, we would like to bring to your notice that the denizens of people living within the jurisdiction of Saikot SDO are fed up of unnecessary harassment in the form of extra expenses in going back and forth to obtain even a simple Domicile Certificate, Tribe Certificate, Income Certificate, and so and so forth from the SDO Office located to the farthest north of the SDO, Tuibuong jurisdiction.

There is so much pressure from the general public of this newly upgraded SDO’s jurisdiction to launch some drastic form of agitation in the immediate future. The Chiefs’ Association of the area in its general body meeting on 22nd September 2016 decided to go ahead with such agitation unless the government of Manipur assures the public that the SDO Office with full staff headed by SDO not lower than the rank of MCS Officer will be certainly made operational till 11th October, 2016.

The Demand Committee of Saikot Sub-Division Office has no other option but to inform the Hon’ble Chief Minister that the common people are ready to organize agitation and go any length until the demand is met.

May, we therefore request you to consider the legitimacy and urgency of the matter and take required action in order to avoid a situation which may turn out of hand.
