The 1991 ‘Mizo Book of the Year’ ZORAM KHAWVEL PART 1 which took Mizo literary world by storm is all set to be released in electronic book (e-book) format.

“It’ll be available for free download after officially launching a new website by the same name,” sources involved in the on-going project said

Zoram Khawvel series is authored by noted Mizo litterateur and retired Indian Foreign Service officer Pu L.Keivom. Though Pu Keivom belongs to the Hmar Mizo community he had penned all the eight Zoram Khawvel series in Mizo (Duhlian).

“If everything goes well as planned, the e-book will be ready by second week of June,” the source said.

It may be noted that Pu Keivom’s book NUN RAM was released by Inpui.com and Indin last year. That e-book is available for free download here.

While NUN RAM is a collection of short essays, ZORAM KHAWVEL PART 1 will be the first Mizo hardcover book to be released in the e-book format. However, the style and format of the new e-book is not yet known.

ROOTED IN TRADITION Sielmat: A seminar on Hmar customary Law will be held on June 11 and 12 at Sielmat in Churachandpur, Manipur.

Information Secretary of Hmar Youth Association, Tuithaphai Jt. Hqrs, Pu Lalbiekthang Buhril said this in a press release on May 22.

The meet will be held at Siemat Zawlbuk.

The youth association has invited church leaders, social activists and individuals to attend the meet.

However, it is not known whether the meeting will be only attended by Hmars from Manipur.

According to some sources from Mizoram and Assam, no invitation has been sent to them.

“Is this meeting going to reflect our concern. We never even heard about it until this time,” says one prominent leader from Hmarkhawlien in Assam.

Likewise, Hmar leaders from Shillong are not aware of such meeting when this report was filed.

There has been concerns, lately, that attempts are on to inject a heavy dose of church ethics into the Hmar Customary Law. Some social activists have voiced their concerned about this saying that “such move will only create more hypocrites” in the Hmar society.

“For instance, the two common form of marriage followed in the community are ‘Kohran Dan’ and ‘Arasi Hnuoi’ (Inruk). The first type of marriage is commonly accepted as a “valid marriage” after Hmars converted to Christianity and those who did not tied the knot accordingly are labelled as ‘sinners’ and look upon as outcasts. We cannot accept that anymore. Arasi Hnuoi/Inruk must also be accepted as a valid marriage as it is our custom,” says Mr. Thanglien (Hmarkhawlien, name changed).

With slogans praising and welcoming the effort of the consumer affairs, food and public distribution minister, Y Irabot rocked the sky on the stretch of the highway from Keithelmanbi to Imphal as hundreds of people turned out and offered flowers chains as mark of gratitude to his effort in opening of the NH-53 .

Interestingly, yesterday, when he left for Jiribam with a team of reporters, Irabotdid not tell where the place he is touring.

Only when the team kicked off for the journey, reporters were informed of going to Jiribam to bring back the loaded vehicles.

Only 10 security personnel and four PSO accompanied the minister in the tour and came back with the good numbers of freight trucks stranded for the last many days due to the indefinite economic blockade imposing by the ANSAM and supporters to the demand of defer of the elections to the district council elections in hill districts.

Irabot told reporters that he had decided to proceed personally to look into the situation along the NH-53 when government failed to translate into works decisions taken in the Cabinet meetings at least three times and attempted to use Guite road for ferry of essential goods items by the government.

As government decision to use Guite was not informed to him before, he wanted to take stock of actual situation of the NH-53 and know the reason behind the government refusal to provide security on the stretch for save passage of freight trucks.

The arrival of so many loaded trucks to Imphal from Jiribam today, it has been proof that the government is telling lie to the people, Irabot boldly said adding that the matter will be brought up to the knowledge of the Prime Minister and Home Minister.

Despite having some smaller mudslide prone portion on the stretch, BRTF personnel, put on service, clearing the mud from time to time.

The route will be used for ferrying essential items henceforth, the minister assured.
He also said that Central security forces like the CRPF, BSF and Assam Rifles are protecting the stretch of the highway by opening security posts every vulnerable areas.
When the information regarding his visit to Jiribam reached the ear, government issued order for using the NH-53 in procurement of essential items instead of Guite road and started sending state IRB forces to escort back the freight trucks, Irabot claimed.
On the way back from Jiribam, the minister intercepted around 100 trucks stranded on the way at Kaiphundai Bazar due to landslide after around 200 trucks crossed.

Before heading for Imphal, the minister also came across some 50 trucks parked nearby the Jiribam police station at Guladhon after trucks were left Jiribam for Imphal yesterday with security escort.

All the trucks arrived at Keithelmanbi at about 4 pm.

On minister's arrival in Imphal hundreds of people were found waiting for receiving him with warm welcome.

Among them was former MP, Kim Gangte of Trinamool Congress.

Food minister, Irabotwas received and felicitated by womenfolk at Khumbong, Salam, Sagoltongba, Yurembam Babu Bazar, Patsoi and seek blessing from the minister on his successful trip.

The minister took around eight hours in reaching Imphal from Keithelmanbi as he had to held talks with the people felicitating him.

A traffic jam occurred at Konung Mamang when the minister headed his residence as hundreds of people waited for receiving him.

Various slogans like, "Minister Irabotis the hero of Manipur, he is the true leader of the people" were shouted by the people receiving him.

May 18: Coming down heavily on the Govt of Manipur in an Open Letter to Chief Minister Ibobi Singh, a group claiming to be the Hmar Tlawmngai Pawl (HTP) on Tuesday accused his government of “paying deaf ear towards the suffering” of their community.

The HTP angst seems to be directed towards the Ibobi government’s inaction to reconstruct and repair the NH-150 all these years in spite of repeated requests by people from the region.

Threatening to block National Highway 53 (which connects Imphal to Silchar via Jiribam) and National Highway 44 (which connects Aizawl to Silcahr via Vairengte), HTP stated that, “we are now considering road blockade on highways connecting Manipur from Assam and Mizoram for trucks and tankers.”

Giving a 24-hour deadline to “act posivitely” to their demands, the group said that they “will consider that you (Ibobi) are hell-bent in not alleviating the sufferings of the people in Tipaimukh sub-division. We will go ahead with our own actions and you shall be taken fully responsible for any undesirable incidents going to take place.”

Sir,

We, the Hmar Tlawmngai Pawl (HTP) have been silently observing your indifferent approach towards the Hmars in Churachandpur district and the NH-150 which is the arterial road that connects Tipaimukh sub-division with the rest of the State and other adjoining States of Mizoram and Assam. You are fully aware that the Hmars and other communities living within Tipaimukh sub-division have been suffering beyond limit due to non-functioning of NH-150. Despite the bare fact exposed in front of you and the Government of Manipur, you have been paying deaf ear towards the suffering of our people.

Surprisingly, when economic road blockade takes place on NH-39, you have no shame in bowing down before the Government of Mizoram, begging them with folded hands to let you take your trucks and tankers via Mizoram so that your vote-banks in Manipur don’t suffer. In this regard you have no second thought in scrutinising extra expenditures involving due to fuel, time, energy, and security. If you have the will and determination, you could easily take an abrupt decision in making trucks and tankers carrying human subsistance to Manipur via Mizoram. On the other hand, you and the government of Manipur have no will and determination to make NH-150 usable even though you are fully aware of its importance. In fact, had NH-150 been in good condition, your attempt to avoid NH-39 passing through Nagaland would have been easier, cost effective and more logical.

In view of your arrogant attitude towards the people of Tipaimukh area, we are now considering road blockade on highways connecting Manipur from Assam and Mizoram for trucks and tankers. This action will be discretely executed in order to let you realise the sufferings of our people in Tipaimukh sub-division. We will let you reconsider about full renovation of NH-150 and construction of Tuivai Bridge connecting Mizoram. If you agree in writing and start the works immediately, we will also reconsider our plan to sabotage highways and any other roads that can be used for plying trucks, tankers and any other vehicles travelling to Manipur.

You may carefully think over it. If nothing is heard from you and do not act posivitely to our demands within 24 hours, we will consider that you are hell-bent in not alleviating the sufferings of the people in Tipaimukh sub-division. We will go ahead with our own actions and you shall be taken fully responsible for any undesirable incidents going to take place.

Aizawl: The Hmar Students’ Association, Aizawl Jt Hqrs will orgainsed Hmar Martyrs’ Day here in the state capital in remembrance of the departed souls who have laid down their lives “fighting for justice” and “basic rights” of the community.

Meanwhile, reports coming from Saiphai, Sakawrdai and other areas like Hmarkhawlien, Muolhoi (NC Hills), Rengkai, Muolvaiphei, Saikot, Saidan, Khawmawi and Hmarram region in Manipur said that the May 16 event was observed with games and sport activities besides having a “minute silent prayer” for all the men who have laid down their lives during the Hmar People’s C0nvention movement.

However, due to some delays, the main event at Aizawl could not be held on May 16, said organisers. “That’s why we have arranged a special ceremony on May 17 at Beraw Tlang Tourist Lodge Auditorium,” they added.

Imphal, May 10 2010: The State Cabinet has resolved to ferry medicine, oxygen cylinders, fuel and PDS items along NH-53 under strict security measures complete with escorts from May 12 .

The State Government has also instructed all Superintendents of Police and Deputy Commissioners to check prices of goods and commodities fixed by traders and shop-keepers taking advantage of the ongoing economic blockade on National Highways.
A Cabinet meeting held today with Chief Minister O Ibobi in the chair deliberated on the prevailing law and order situation at length and resolved to ferry goods, which currently in shortage in the State, along NH-53 with security escorts, SPF spokesperson N Biren informed media persons.

He said that there is a stock of live saving drugs for 15 to 20 days and petrol and diesel for seven days.

Oil tankers stranded at Khatkhati have been directed to come along NH-53 and to divide the loads amongst themselves so that each of their loads do not weigh more than 10 metric tonnes.

Transportation of goods along NH-53 would be done twice in a week.
Expressing grief over the Mao incident, Biren however stated that the Nagaland Chief Minister has no right to comment on internal matters of Manipur or condemn the State Cabinet decision.

"Perhaps, he did not know himself", Biren remarked.

Terming it as an interference in other State Government's affairs, the Manipur Cabinet also took serious note of it and condemned the Nagaland chief minister's recent comment on the Manipur Cabinet's decision to bar the entry of NSCN (IM) general secretary Th Muivah to Manipur.

At present, 189 oil tankers and 42 bullet tankers remain stranded at Khatkhati.
Meanwhile, the Consumer Affairs, Food and Public Distribution Department has directed DCs to ensure that shops display price list of goods and that goods are sold at the displayed prices in collaboration with their monitoring SPs within their respective jurisdictions.

The DCs have also been asked to take up necessary measures to check hoarding and black marketing of essential commodities.

The Chief Minister also discussed about developing NH-53 with BRO officials this afternoon.

The meeting was attended by Works Minister K Ranjit, PWD Chief Engineer, BRO officials in charge of Oriental College to Barak and Barak to Jiribam sections of NH-53 .
As of now, there is no plan to re-build some bridges along NH-53 as they are located within submerge zone of Tipaimukh project, said an official source.

The meeting discussed about fixing a weight limit for vehicles that would travel along the highway after studying the conditions of bridges connecting the highway.
Considering the existing condition of these bridges, vehicles cannot carry loads heavier than 15 tonnes.

Vehicles carrying more than 15 tonnes would be checked at Jiribam check-post and made to download the additional weights there, added the source.

Tuiruong-Tipaimukh-200x128 May 10, 2010: The Memorandum of Understanding (MoU) recently signed by the Government of Manipur with the National Hydro Power Corporation (NHPC) and Shimla-based Satluj Jal Vidyut Nigam Limited (SJVN) for building the controversial 1500 MW Tipaimukh Hydroelectric (Multipurpose) Project has been outrighly rejected by human rights activists coming under the banner of Sinlung Indigenous People Human Rights Organisation (SIPHRO).

“It (MoU) is without the prior, informed consent and approval of the Sinlung-originated Hmar indigenous peoples who has been peacefully co-existing with river Tuiruong and Tuivai since time immemorial,” SIPHRO Secretary Mr. Lalremlien Neitham said in a press statement released on Monday.

Demanding that guidelines of the World Commission on Dams (WCD), which stated that “no project should proceed without the free, prior and informed consent of indigenous peoples”, be followed by the three parties SIPHRO said that the MoU “is without the understanding of the Hmar people who are living in the proposed Dam site.”

NHPC and SJVN had signed an agreement with Manipur government on April 28, 2010 at Faridabad which gave the two firms 69 per cent and 26 per cent share in the proposed project.

Terming the deal as a “unconstitutional, discriminating, unjust, and undemocratic”, SIPHRO said, “it threatened Hmar indigenous people’s citizenship and democratic rights (over their), land, rivers, forest, natural resources.”

Taking a dig at the NHPC’s track record with hydro-power, SIPHRO said, “it is alarmingly poor in all the important aspects. If one looks at NHPC’s performance, in case of Indira Sagar and Omkareshwar in Madhya Pradesh, Chamera I and II projects in HimachalPradesh, Loktak project in Manipur, Koel Karo project in Jharkhand, Lower Subansiri project in Arunachal Pradesh, Teesta Low Dam stage III project in North Bengal, Salal and Uri projects in Jammu and Kashmir, Dul Hasti project in Jammu and Kashmir, Baira Saul project in Himachal Pradesh and Tanakpur and Dhauliganga projects in Uttaranchal, Rangit project in Sikkim, it is evident that NHPC severely failed in good practices, creating irresponsible disaster to land, people and resources, displacing people without proper relief, rehabilitation and resettlement measures, violating human rights, huge cost and time overruns, causing construction related disaster, poor social and environmental standards.”

SIPHRO also stated that NHPC did not even have an Environmental Impact Assessment (EIA) and Social Impact Assessment of its projects. “Worst, NHPC have also, in many cases, failed to avail free, prior information for the affected people,” Mr. Neitham stated.

Coming down heavily on the Government of Manipur to declare the MoU as “null and void”, the human rights body which has been advocating ‘people-first approach’ said the state has a “failed record of implementing policies on dams and any development projects, breakdown of law and order and governance. It does not qualify to be one of the implementing agencies by playing with the lives of its citizens, forests, rivers, and rights in the name of development.”

“The Government of Manipur should not exploit the strength of its militarised State to built Tipaimukh Dam,” SIPHRO warned. SIPHRO further said that it people will “never accept” the deal sign by the three agencies as it was “a document for mass destruction.” “It is not acceptable (to the people),” Mr. Neitham said.

Tipaimukh (Ruonglevaisuo) is situated in a strategic location. Earlier it served as the main centre of the Hmars who are now divided by state boundaries of Manipur, Mizoram and Assam.

Underlying the importance of the proposed dam site, SIPHRO said: “Although river Tuiruong and Tuivai, the proposed damned rivers for Tipaimukh Dam, which was indiscriminately used as political boundary, divides our people in different States, our diverse cultural, social, political, environmental realities and struggles are one and the same.”

It may be noted that after many years of the withdrawal from Tipaimukh constituency, the Government of Manipur and state actors has been projecting the Tipaimukh Multipurpose HEP as the vehicle to redress the social, economic, and political exclusion and injustice to the development and governance deprived people of the region.

“The recent MoU itself was another (mark of) corruption that was covertly signed behind closed doors by negating the existence of the Hmar people and their democratic and citizenship rights,” the statement added.

Claiming that SIPHRO has been fighting for the basic rights of the Sinlung-originated indigenous peoples, SIPHRO said it “will not never accept” the deal, even as it demanded the “Government of Manipur, implementing agencies and financial institutions to responsibly withdraw from funding the planning or construction of Tipaimukh Dam.”
